Official Requirement Description:

The procurement will establish a single combined, multi-supplier Heating, Electrical, Mechanical and Decarbonisation Framework, not divided into lots, for the provision of works and associated services to domestic and non-domestic properties and buildings, including occupied and void properties. The scope will include, but is not limited to, the provision, supply, installation, replacement, upgrading, servicing, statutory and safety inspection, testing, planned and responsive maintenance and repair of heating, electrical, mechanical, renewable, low-carbon and associated energy systems. Heating works and services will include domestic and commercial/communal systems and equipment using gas, oil, solid fuel, electricity and renewable or low-carbon technologies, including gas and oil boilers, electric storage and panel heaters, electric low-pressure hot water boilers, air source heat pumps, solar-assisted heat pumps, ground source heat pumps, biomass boilers, combined heat and power and micro-CHP systems, heat networks, solar thermal systems, microgeneration installations, wind turbines and other emerging renewable heating and energy technologies. Associated heating and hot-water systems may include hot and cold water services, vented and unvented hot-water cylinders, oil storage tanks, flues, pumps, filling loops, pipework, radiators, low-surface-temperature radiators, fan convectors, controls, smart thermostats and associated electrical controls, together with pipework system cleaning, flushing, de-sludging, de-scaling, sterilisation, water treatment and pipe insulation. The framework will include annual heating safety checks and servicing, Landlord safety and compliance requirements, servicing and maintenance of thermostatic mixing valves and unvented cylinders, planned and responsive repairs, breakdown services, replacement of defective components and systems, void and mutual-exchange checks and emergency and out-of-hours attendance, including 24-hour, 365/366-day services where required. Electrical works and services will include complete and partial rewiring, upgrading, alteration, inspection, testing, certification, Electrical Installation Condition Reports and associated remedial works; consumer units and distribution equipment; RCBOs, RCDs/RCCBs, AFDDs and surge protection devices; main service intake works and associated DNO requirements; earthing and bonding; power, lighting and final circuits; sockets, switches and appliance supplies; immersion heaters; electric showers; connections to heating and boiler systems; external and communal/landlord lighting; supplies to outbuildings and external stores; extract fans and ventilation-related electrical works; doorbells; TV aerial cabling and outlets; photocells, time switches and lighting controls; and associated electrical equipment and systems. The electrical scope will also include domestic fire detection and smoke, heat and carbon-monoxide alarm systems and associated equipment, including interconnection and radio-frequency equipment, together with servicing, maintenance and responsive repair of electric heating installations and 24-hour breakdown provision. Electric vehicle charging infrastructure may be supplied and installed, including associated equipment and services required to provide fully operational charging installations. Mechanical works and services will include mechanical ventilation with heat recovery systems and associated equipment, thermostatic mixing valves, boosted cold-water pump installations and other mechanical equipment associated with heating, hot water, ventilation and energy systems, including servicing and maintenance where required. The decarbonisation and energy scope will include solar photovoltaic systems and associated services, including inverters, controls, metering, monitoring and battery storage systems, together with solar thermal, air source heat pumps, ground source heat pumps, solar-assisted heat pumps, biomass, CHP/micro-CHP, heat networks, wind turbines, mechanical ventilation with heat recovery, smart heating controls, sensors and monitoring equipment and other emerging renewable, low-carbon and energy-efficiency technologies associated with the heating, electrical, mechanical and decarbonisation scope that may be required during the life of the framework. The framework may support retrofit, decarbonisation, ventilation, overheating, indoor-air-quality, EPC improvement, net-zero and future energy-performance requirements, including requirements arising from grant-funded programmes. Retrofit assessment, energy and technical support services may include pre- and post-works Energy Performance Certificates, energy assessments, SAP10 assessments, retrofit assessments, retrofit coordination, retrofit design, PAS 2035 site visits, air-pressure testing, technical monitoring and cavity-wall borescope services, together with associated services. Legionella risk assessments may also be instructed where required in connection with the works and systems covered by the framework. Project management services may be provided for heating, electrical, mechanical, retrofit and decarbonisation programmes, including grant-funded programmes, and may include management and coordination of the appointed supplier's own works and/or coordination of works delivered in collaboration with other framework suppliers. Requirements may be delivered as individual property works, grouped schemes, planned programmes, servicing and compliance programmes, responsive repairs, emergency works, grant-funded projects and larger retrofit or decarbonisation programmes, together with associated services. The framework is intended to remain sufficiently flexible to respond to changes in legislation, technical standards, funding requirements and technology during its term, including the introduction of emerging renewable and energy-efficiency measures falling within the heating, electrical, mechanical and decarbonisation scope. Suppliers appointed to the framework, either directly or through their declared supply chain, will be required to have the capability to deliver the overall range of works and services included within the scope.
