    "description": "NEPO is developing NEPO219 Building Materials & Managed Stores, a national procurement solution for the supply of building materials and associated services for use by local authorities and other eligible public sector organisations.\nThe new arrangement is intended to succeed the current NEPO219 Dynamic Purchasing System, which is approaching expiry as part of the transition to the Procurement Act 2023. NEPO is currently considering the establishment of an unranked open framework, designed to maintain many of the core characteristics of the existing solution while operating within the requirements of the new legislative regime.\nThe proposed model may allow suppliers to join the framework at defined reopening points during its lifetime, which are currently anticipated to occur periodically. The framework is expected to primarily support further competition as the default route to market, while an objective mechanism for direct award may also be included in certain circumstances.\nThe scope of the arrangement is expected to cover the supply of building materials and managed stores solutions. NEPO is also exploring potential scope developments, including the possible inclusion of kitchen and joinery products and civil engineering materials, subject to confirmed demand and sufficient market interest identified through market engagement.\nThe current DPS structure consists of:\nCategory 1 - Managed Stores\nCategory 2 - General Materials\nCategory 3 - Plumbing, Heating & Gas\nCategory 4 - Electrical\nCategory 5 - Commercial Heating & Gas\nCategory 6 - Modular Build\nThe final scope, lot structure and operational arrangements remain under development and may be refined following market engagement and internal governance processes. Further details will be provided within the procurement documentation.\nNEPO is a Centralised Procurement Authority as defined in the Procurement Act 2023 (PA23), providing central purchasing activity on behalf of Contracting Authorities.\nThe agreement will be available to NEPO Member Authorities and all current and future Associate Members. Current Associate Members are listed in the Associate Member section of the NEPO website at:\nhttps://www.nepo.org/associate-membership/current-associate-members\nNEPO intends to make the agreement available for use by all Contracting Authorities throughout all administrative regions of the UK (as defined by the Procurement Act 2023).\nA list of permissible users available at:\nhttp://www.nepo.org/associate-membership/permissible-users\nOrganisations wishing to access the NEPO agreement will be required to register as a NEPO Associate Member in the first instance.
