NEPO is developing NEPO219 Building Materials & Managed Stores, a national procurement solution for the supply of building materials and associated services for use by local authorities and other eligible public sector organisations. The new arrangement is intended to succeed the current NEPO219 Dynamic Purchasing System, which is approaching expiry as part of the transition to the Procurement Act 2023. NEPO is currently considering the establishment of an unranked open framework, designed to maintain many of the core characteristics of the existing solution while operating within the requirements of the new legislative regime. The proposed model may allow suppliers to join the framework at defined reopening points during its lifetime, which are currently anticipated to occur periodically. The framework is expected to primarily support further competition as the default route to market, while an objective mechanism for direct award may also be included in certain circumstances. The scope of the arrangement is expected to cover the supply of building materials and managed stores solutions. NEPO is also exploring potential scope developments, including the possible inclusion of kitchen and joinery products and civil engineering materials, subject to confirmed demand and sufficient market interest identified through market engagement. The current DPS structure consists of: Category 1 - Managed Stores Category 2 - General Materials Category 3 - Plumbing, Heating & Gas Category 4 - Electrical Category 5 - Commercial Heating & Gas Category 6 - Modular Build The final scope, lot structure and operational arrangements remain under development and may be refined following market engagement and internal governance processes. Further details will be provided within the procurement documentation. NEPO is a Centralised Procurement Authority as defined in the Procurement Act 2023 (PA23), providing central purchasing activity on behalf of Contracting Authorities. The agreement will be available to NEPO Member Authorities and all current and future Associate Members. Current Associate Members are listed in the Associate Member section of the NEPO website at: https://www.nepo.org/associate-membership/current-associate-members NEPO intends to make the agreement available for use by all Contracting Authorities throughout all administrative regions of the UK (as defined by the Procurement Act 2023). A list of permissible users available at: http://www.nepo.org/associate-membership/permissible-users Organisations wishing to access the NEPO agreement will be required to register as a NEPO Associate Member in the first instance. | 1 | Urban furniture, Bollards, Signage, Sign posts, Highway materials, Kitchen furniture and equipment, Electrical domestic appliances, Drainage equipment, Construction materials and associated items, Prefabricated buildings, Cable, wire and related products, Articles for the bathroom and kitchen, Goods used in construction, Miscellaneous fire-protection equipment, Tanks, reservoirs and containers; central-heating radiators and boilers, Paints, varnishes and mastics, Stone for construction, limestone, gypsum and slate | Not published |
Benchmarked against retained Find a Tender procedures with CPV division 34. The category anchor is Urban furniture (34928400); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.
| Comparison set | Procedures | Reported bids per procedure | Named award suppliers | Price evidence |
|---|---|---|---|---|
| Market: CPV division 34 | 2,453 | 3 median · 24.1 average (853 of 2,453 with a bid count) | 3.5 average (940 of 2,453 with named award suppliers) | Not published |
| Same buyer | 2 | Not published | Not published | Not published |
| Delivery region: UK | 531 | 4 median · 82.7 average (155 of 531 with a bid count) | 6.9 average (178 of 531 with named award suppliers) | Not published |
| Similar published value (0.5×–2×) | 67 | 5 median · 5 average (1 of 67 with a bid count) | 1 average (1 of 67 with named award suppliers) | Not published |
“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.
Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.

Suppliers wishing to access and complete the questionnaire must first register on the e-Tendering system using the following link https://www.open-uk.org For guidance on how to create an account or submit your questionnaire response through Open, please visit https://www.open-hub.org/training to access the available Training Guides. "description": "NEPO is preparing a national procurement for building materials, managed stores, modular build and additional services. This work is at an early stage and all details, including scope and structure, remain subject to further development and governance. The new procurement will succeed the current NEPO219 arrangement, which is approaching expiry under the transition to the Procurement Act 2023. NEPO and The Procurement Partnership Ltd will work collaboratively to support key elements of the procurement process, including market engagement, preparation of tender documentation, the management of competitive procedures, and related evaluation and contract management activity. Further information will be released as the project progresses.\nNEPO is a Centralised Procurement Authority as defined in the Procurement Act 2023 (PA23), providing central purchasing activity on behalf of Contracting Authorities.\nThe agreement will be available to NEPO Member Authorities and all current and future Associate Members. Current Associate Members are listed in the Associate Member section of the NEPO website at: https://www.nepo.org/associate-membership/current-associate-members\nNEPO intends to make the agreement available for use by all Contracting Authorities throughout all administrative regions of the UK (as defined by the Procurement Act 2023).\nA list of permissible users is available at: http://www.nepo.org/associate-membership/permissible-users\nOrganisations wishing to access the NEPO agreement will be required to register as a NEPO Associate Member in the first instance.
