What is being bought

The contracting Authority ('Authority') in relation to this notice is the Mayor's Office for Policing and Crime (MOPAC), on behalf of the Metropolitan Police Service (MPS). The Metropolitan Police Service (MPS) are seeking to engage with potential suppliers on a significant and strategic procurement covering the delivery of operational analytics to support a broad range of policing-specific use cases. The programme will be known as Unified Operational Analytics (UOA). UOA aims to source an enterprise solution to embed market leading analytical tools and capabilities directly into core operational workflows, rather than point-solutions targeting separate and siloed functions that result in slow change cycles. The solution will need to deliver real time operational insight, advanced analytics, and faster decision making at the point where they have the greatest impact on policing outcomes. Ultimately, providing speed to efficiencies. Technically, the MPS foresee an analytics solution which enables fast back-end integrations, the transformation of data insight by bringing together existing, unlinked data, and improved workflows. The ambition is to enable faster delivery, reduce technical overhead, and ensure analysts can focus on interpreting insights and supporting operational decisions. The following may be considered: • Rapid integration of multiple, diverse, and legacy systems to deliver deeper insight on existing data. • Full data provenance across all processes and outputs. • AI driven efficiency gains through summarisation across operational and analytical workflows. • Streamlined, faster delivery of tools and insights to frontline and operational teams. The MPS are looking at a broad range of technical approaches to providing this business capability and will be interested in any efficient and effective solutions which meet the functional and implementation requirements of the MPS and are within budget constraints. The purpose of the market engagement is to inform a procurement strategy that will be running through early 2027 to award to suppliers who can demonstrate credibility in similar services, either within policing or adjacent industries. This event is the first step in a market engagement process that will request formal detailed inputs from participants to support the development of the procurement strategy. The event is being facilitated by TechUK, and to register for this event please go to; https://www.techuk.org/what-we-deliver/events/metropolitan-police-service-unified-operational-analytics-uoa-preliminary-market-engagement-event-1.html Attendance at the event will require signature of a standard NDA between the MPS and your organisation by Wednesday 23 September at the very latest, which will be facilitated directly between MPS Commercial teams and yourself. Due to the nature of the content of this procurement, signature of this standard NDA (i.e. no amendments) is a prerequisite for your company's attendance at this event. Please note that by registering to attend this session you consent to your name, email address and organisation being shared with the MPS for the sole purpose of administering and delivering this event. Please also note, there will be a limit of one physical attendee per organisation at the event in London, but more attendees can attend virtually. Indicative Scope We are seeking suppliers who have experience in providing the following types of services: • UK Sovereign data and analytics services, within policing or adjacent industries. • Data, AI & Analytics capabilities and services that support complex work and high volumes of data to drive business process efficiency, decision support and improved productivity • Data connections to a wide range of structured and unstructured data sources to deploy Data, AI & Analytics capabilities • An evidential model which can deliver at pace - working collaboratively with the MPS business to deliver the outcomes required • A solution which can deliver to the various operational outcomes required by UK policing This is an indicative, not an exhaustive, list of services that we may seek to procure as part of this procurement process. We may also elect to procure this through multiple (parallel) procurement activities. Purpose of the event The event will provide potential suppliers with: • An overview of the MPS' business context and efficiency drivers for this procurement • Example use cases against which the services will need to perform • The timeline and objectives • An opportunity to provide feedback, ask questions and discuss market insights to support the MPS approach. Following the event, suppliers who express an interest may also be invited to participate in a more detailed Market Sounding Questionnaire (MSQ) written exercise to formalise capabilities and potential solutions / approaches.         "description": "The Engagement for this opportunity is split into three stages:\n• Attendance at a Market Engagement (ME) session from 10:00am- 12:00pm on 1st October 2026.
