What is being bought

The Education Alliance are looking to establish a Dynamic Purchasing System for professional services in construction and premises contracts within the UK (excluding Scotland). The DPS Agreement will cover projects including, but is not limited to, new builds, extensions, refurbishments, housing builds, multi-complex builds, works covering the railway industry, infrastructure projects, etc. The procurement will be a single stage process following the Public Contract Regulations 2015 open procedure. The DPS agreement will be established and coincide with the recently awarded framework for professional services in construction and premises 2024 and will be coterminous in April 2028. The DPS will be split in to 22 categories, this DPS agreement is being advertised and tendered, so it can be utilised by all Public-sector bodies, including Charities in the UK (excluding Scotland). Please refer to document set for a full application process overview.

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 79. The category anchor is Business services: law, marketing, consulting, recruitment, printing and security (79000000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

Comparison setProceduresReported bids per procedureNamed award suppliersPrice evidence

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.
