Published requirement description

The Contracting Authority intends to establish a multi‑supplier Professional Services Framework to support a broad range of project, engineering, property, and specialist advisory requirements across its operations.

The framework will enable the delivery of services in support of major capital projects, regional investment programmes, and property-related activities, providing access to a diverse and capable supply chain. The requirement includes, but is not limited to:

Project and programme management services

Design and engineering services

Architectural services

Planning and consent support

Property and asset-related consultancy

Environmental advisory services

The framework will be structured into multiple Lots and Sub‑Lots, including both national and regional delivery models, to ensure appropriate alignment of supplier capability with project scale, complexity, and geographic requirements. Regional elements are intended to support local supplier participation and SME engagement, alongside larger national providers.

The framework is expected to operate as an open framework arrangement, with the potential for periodic re‑opening to introduce additional suppliers and maintain competitive tension over its duration.

  • The authority expects to re-tender this requirement around 26 Mar 2034, 23:59 BST.
  • How the procedure runs: Stage 1 – Pre‑Selection Questionnaire (PSQ) Applicants will be issued with a PSQ comprising instructions, requirements, and a combination of pass/fail criteria and scored technical questions. The PSQ will assess: Compliance, Financial and legal standing, Health & Safety, Quality, and Supply Chain approach and Technical capability and relevant experience. Applicants must meet all pass/fail requirements and achieve the minimum scoring thresholds to progress. Stage 2 – Invitation to Tender (ITT) All Applicants successfully passing Stage 1 will be invited to submit tenders. The ITT will set out clear objectives and evaluation criteria aligned to organisational priorities. Tenders will be evaluated on a technical and commercial basis, with a defined weighting split.

Published description of the framework

The Contracting Authority intends to establish a Professional Services Framework as an open framework under the Procurement Act 2023. The framework will run for an initial term of three (3) years, with the option to re-open at defined intervals up to a maximum duration of eight (8) years.

Lot distribution rule: A supplier may submit bids for all six (7) parent Lots. Where Lots are subdivided into Sub‑Lots (e.g. “a” and “b”), a supplier may apply for either Sub‑Lot “a” or Sub‑Lot “b” within a given Lot, but not both. For Sub‑Lots structured on a regional basis (Sub‑Lot “b”), a supplier may express interest in multiple regions; however, a supplier will be awarded a maximum of two (2) regional allocations per Sub‑Lot. The Contracting Authority reserves the right to apply these limits during the award process to ensure a balanced distribution of suppliers, maintain competitive tension, and support operational resilience across the framework.
