UKRI-STFC wish to establish a framework agreement to provide professional services to enable the Business-as-Usual capital delivery programme for STFC. To complete the works for the Client safely for all those involved in accordance with the Scope, Contract Programme and within the agreed total of the Prices. Key objectives: Reduction in procurement and on boarding timescales in order to enable project delivery in line with project constraints; Streamline the process of engagement, creating an agile framework; Maximise quality of service and delivery; Consistency of terms.

Published description of the framework

As outlined within the tender documentation, the framework operation will be as follows:

A. Taxi Rank (Direct Award)

Used for projects with an estimated construction value below £2.5m (ex VAT).

Follows the sequential ranked list of suppliers in each Lot.

If a supplier declines, the next on the list is offered the commission.

Price is based on tendered framework rates and agreed resource plan.

B. Mini-Competition

Mandatory for projects £2.5m and above.

Also applies below £2.5m if: the project is high-risk, it is closely tied to another project (e.g. enabling works), or STFC determines it's in best interest.

Suppliers respond to project-specific briefs and are evaluated on quality and cost, as outlined in the mini-competition guidance.

C. Three Quote Process (for Specialist Services)

For niche or one-off services (e.g. acoustics, daylight analysis), a 3-quote approach may be applied outside the formal lots if not clearly covered.

Can also use the Architectural Lot for procurement if service alignment and capability are met.

Quotes must be benchmarked against framework pricing and justified for value for money.
