Published requirement description

Places for People Group Limited (PfP) is establishing a Major Works Framework for the delivery of planned investment works across its housing portfolio.

The works will principally comprise the replacement, renewal, installation, repair and associated works relating to: windows, external doors and roofline components; internal components including kitchens, bathrooms and electrical rewires; and boilers and heating systems.

The scope may also include ancillary and consequential works necessary for the safe and effective delivery of these workstreams, including associated surveys, testing, statutory compliance works, making good and minor remedial works.

The Framework is divided into 11 geographical regions and three workstream Lots within each region, creating 33 Lots in total. Requirements, volumes and programmes will vary by region and workstream. Up to three contractors may be appointed to each Lot.

The Framework will support PfP's planned investment programmes over its four-year term. The estimated aggregate value is approximately £156 million inclusive of VAT; however, no minimum volume or value of work is guaranteed.

Published description of the framework

The Framework will operate across 33 Lots, comprising 11 geographical regions and three workstreams per region. Up to three contractors may be appointed to each Lot. Prices will be established through the competitive procurement process using the region and Lot-specific Pricing Schedules submitted by bidders. Tendered prices will remain fixed for the first 12 months of the Framework and thereafter may be adjusted in accordance with the price adjustment provisions of the Framework Agreement. Where works are not covered by a specific tendered rate, the applicable NHF rates will be used subject to the contractor's tendered percentage adjustment. Call-Off Contracts may be awarded either by Direct Award, including by reference to the contractors’ ranking established through the original framework procurement, or through a Competitive Award Procedure, in each case in accordance with the procedures and conditions set out in the Framework Agreement. Where a Competitive Award Procedure is used, eligible contractors appointed to the relevant Lot will be invited to submit a proposal for the specific requirement and the Call-Off Contract will be awarded in accordance with the evaluation criteria specified in the call-off invitation. No minimum volume or value of work is guaranteed to any appointed contractor.
