What this means for your bid
  • Price carries 40 of 100 points — a 10% discount moves about 4 points. The method statement decides this lot, not the discount.
  • “Insurance and related services tender 2026” is a framework — the contest is a place on its panel, not a single contract.

Price arithmetic assumes straight proportional scoring — the tender pack may use another formula.

Competition for Insurance services (CPV 6651) — and who usually turns up

Sanctuary Housing Association has too little published record in this market to describe on its own. Published market evidence for the same work stands beside whatever it has. This notice is a framework or DPS, so only frameworks and DPS are compared. Whole-market view: Insurance services (CPV 6651) →

What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: 1 of 1 known-size awards · market: CPV 6651 · UK-wide, n=22
1 of 15%

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Here, local means the winner is registered in the region where that contract was delivered.

A local branch does not count if the registered address is elsewhere.

Last 36 months.

Buyer: 1 of 1 known-location awards · market: CPV 6651 · UK-wide, n=18
1 of 133%

Most of this buyer’s recorded winners are registered in North East England.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the deadline to the first award notice, on competitions that published both dates.

Only decided tenders count, so slow ones still waiting are not in.

Last 36 months.

Buyer: no dates · market: division 66 · UK-wide, n=21
—94 days

Half of these awards were announced within 94 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

The market share is a minimum: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

Last 36 months.

Buyer: exactly 1 of 1 procurements with awards had no recorded rival · market: CPV 6651 · UK-wide, n=17
1 of 129%

Direct awards or one recorded bid are common here. Check the route before spending time on a bid.

How many bids did past lots attract?

i

How many bids past lots received.

Each colour is a bid-count range. Only competed lots with a published count are included.

Past bids do not predict this tender.

How did awards compare with estimates?

i

Where winning prices landed against estimates.

Each colour shows awards below, close to or above the published estimate, one lot at a time.

On a framework or DPS, prices are agreed when work is called off.

Past prices are a guide, not a bid price.

Last 36 months.

Not comparable on a framework or DPS. The notice sets up a supplier panel and a ceiling value; what the work actually costs is agreed later, on each call-off or mini-competition, and those publish as contract notices of their own. The award-vs-estimate record of this market therefore sits on the call-offs — this page shows it on the contracts, not on the panel that frames them.

Coverage and what to read with care
  • Each figure explains itself. The on a figure says what it is, how it is counted and which scope this notice’s own record came from (class, division, all categories, or the authority’s 24-month row). The two sides are never blended. A lot’s own market is read at its delivery region where the lot names one; where it names several, or none that can be resolved, the chart falls back to the UK-wide record for the same category and says so under the bar. An empty cell means the source published nothing usable. Long form: Methodology.
  • When we call out a difference. A buyer figure is only flagged against the market when the sample is large enough that the gap is unlikely to be chance; at most two callouts appear, always phrased as a comparison with both numbers and the sample size.
  • Coverage (re-measured 5 Oct on the live record, 94,497 awarded procedures of the last three years). 51 % publish a bid count and 72 % a delivery region, so the market column reads the authority’s registered region when the notice names none, labelled. Of the 17,687 award-vs-estimate pairs, 34 % sit exactly on the estimate — the buyer published the award at the figure it advertised. n is on every figure; a thin sample is muted, never hidden, and a distribution is not drawn as percentages below ten observations.
  • “Match”, text similarity, the expected-bid figure and the distribution drawn beneath it are model outputs, not published facts or win probabilities. Find a Tender does not publish who is bidding. Never shown: contact details, payment behaviour, or a recommended price.

15 Sept 2026, 23:59 BSTSanctuary is undertaking early market engagement with prospective bidders and other participants within the insurance market in advance of its forthcoming insurance services tender. The purpose of this pre-engagement activity is to provide an overview of our organisation, outline our anticipated insurance requirements, and present our proposed procurement approach and indicative timetable. The sessions will also provide an opportunity for interested parties to ask questions, offer high-level feedback, and help inform the development of the final tender documentation prior to the formal launch of the procurement. Attendance at any meeting or event is entirely optional and will not form part of the evaluation process, nor will it confer any advantage or disadvantage in the subsequent tender. This pre-engagement is intended solely to promote transparency, improve market understanding, and support an open and competitive procurement process. Pre-engagement meetings will be held in person on Monday 14 September and Tuesday 15 September 2026 at: Sanctuary House Chamber Court Castle Street Worcester WR1 3ZQ You must request a meeting no later than midday on Thursday 10 September 2026. Spaces are limited, therefore if you wish to attend, please confirm your interest and availability as early as possible by emailing [email protected] with "Insurance Services Tender" in the email title. To assist Sanctuary in understanding the market and the likely composition of potential tender responses, please provide the following information when registering your interest: • Organisation name • Contact name and details • Whether you are a broker or insurer • Classes of cover provided • If you are a broker, whether you intend to bid independently or in partnership with insurer(s) • Name and position of attendees at meeting Brokers may bring representatives from up to two preferred insurer partners to the meeting, subject to space availability. Sanctuary reserves the right to limit attendee numbers where capacity constraints apply. Once you submit your interest, your request will be reviewed and allocation of available meeting slots confirmed. Due to limited parking on site, we cannot accommodate parking for these sessions. Several nearby pay-and-display car parks are available, and Worcester Foregate Street railway station is a short walk from the offices.
