For the avoidance of doubt, the award criteria used in any Further Competition shall be based on, and shall not substantially depart from, the award criteria used to establish the Framework Agreement, save that such criteria may be refined or supplemented to reflect the specific requirements of the Call-Off Contract, in accordance with section 46 of the Procurement Act 2023",
