Published requirement descriptionThe Police and Crime Commissioner wishes to procure a system that can be developed in the future, but initially comprises of some basic functionality to build and maintain a database of victim needs.
To include:
- Secure database, stored on UK servers.
- Accessible by web portal and via API from Victim Support's 'My Support Space' app.
- Full accessibility features and Google Translate integrated
- Full UK-GDPR compliance under 'consent' lawful purpose with integrated privacy notice and automated triggers for victims to review data periodically, with automatic deletion function
- Full audit trail of all user access and actions within the system

Lot awarding rule: The evaluation panel will consider the factors listed below as part of the evaluation process: 1. Price 30% 2. Quality 60% 3. Social value 10% Price will be evaluated on the overall cost for all services as detailed above to establish the cheapest overall cost. The lowest overall cost will be awarded 30% and all subsequent bids will receive a proportion based on the lowest overall submission (cheapest bid received divided by the bid being evaluated multiplied by 30%). Quality and social value are divided into individual questions, each scored using the scoring guidelines detailed below based on the evaluation panel's considered view on their importance to this project and in terms of the organisation's requirement as a whole:
