T184  Support Services for Telecoms Association of UK Water Industry \nThe following are the services a Supplier must provide to TAUWI (water industry telecoms group), covering meetings, spectrum management, telecoms support, governance, and administration. The Supplier will act as a technical, regulatory, administrative, and strategic partner to TAUWI—managing radio spectrum, supporting telecom operations, ensuring compliance/security, and coordinating industry collaboration.\n Meetings & Governance\n•\tAttend and support TAUWI and Technical Working Group (TWG) meetings (in-person and remote).\n•\tProvide briefings to the Chair, agendas, minutes, logistics, and newsletters.\n•\tOrganise venues, communications, and member engagement.\n•\tPublish a quarterly TAUWI newsletter summarising activities.\nSpectrum Management (Core Function)\n•\tManage radio spectrum allocated by Ofcom for TAUWI members.\n•\tCover services such as: \no\tFrequency planning and allocation (PBR, telemetry, RMR, etc.).\no\tLicensing support and compliance.\no\tInterference investigation and resolution.\no\tNational Frequency Plan and related frameworks.\n•\tSupport transition to digital radio systems and coordination with regulators (UK & international).\n•\tProvide technical advice, site visits, and planning tools.\nTelecommunications Support\n•\tAdvise members on telecom systems, licences, and emerging technologies.\n•\tProvide updates on regulatory changes and opportunities.\n•\tMaintain awareness of health & safety requirements for telecom sites.\n•\tArrange training/presentations on safe working practices.\nSecurity & Data Protection\n•\tMaintain an industry-wide strategy for cyber and telemetry security aligned with NCSC, Ofcom, and NIS Regulations.\n•\tProvide a secure data repository with: \no\tEncryption (in transit & at rest)\no\tAccess controls and MFA\n•\tEnsure compliance with GDPR/Data Protection Act 2018.\n•\tMaintain cyber certifications (e.g., ISO 27001, Cyber Essentials Plus).\nStakeholder Engagement\n•\tMaintain relationships with Ofcom, DEFRA, BIS, Water UK, and other bodies.\n•\tRepresent TAUWI on industry groups (e.g., BRIG, FWILF).\n•\tLiaise with technology suppliers and industry forums.\nFinancial & Licence Administration\n•\tCollect and manage licence fees and member contributions.\n•\tPay Ofcom fees and manage trust accounts.\n•\tProvide financial reporting and advise on funding needs.\n•\tMaintain transparent accounting and audit access.\nSystems, Data & IT Requirements\n•\tMaintain software, modelling tools, and databases for spectrum planning.\n•\tEnsure: \no\tData backup and disaster recovery\no\tAccurate records (licences, spectrum, infrastructure, etc.)\n•\tKeep TAUWI website and systems up to date.\nWindfarm & External Applications\n•\tProcess windfarm applications that may affect telecom systems.\n•\tNotify impacted members and maintain a windfarm register.\n•\tOffer optional enhanced interference analysis services.\nReporting Requirements\n•\tProvide: \no\tQuarterly performance and activity reports\no\tReports for TWG and Executive Committee\no\tAnnual report for all members\n•\tFailure to meet service levels can lead to contract termination.\nAncillary & Optional Services\n•\tRespond to telecom consultations on behalf of TAUWI.\n•\tOrganise workshops and innovation activities.\n•\tSupport legal advice procurement when needed.\n•\tOffer optional member-paid services (e.g., enhanced windfarm assessments).\nCompliance & Quality\n•\tMaintain: \no\tISO 9001 (quality management)\no\tCybersecurity certifications\n•\tEnsure qualified key personnel (consultant, contract manager, admin).\n Transition & Implementation\n•\tSupplier must be fully operational by agreed start date.\n•\tProvide resources, communication plans, and mobilisation activities.",
