Published requirement descriptionGovernment Commercial Agency (GCA), acting as the Contracting Authority, is establishing a Framework Agreement for the provision of electricity and gas supply, together with associated management and support services.
The framework is intended to support a large and diverse customer base comprising over 1,000 organisations and approximately 90,000 meter points, with an estimated total consumption of 26 TWh. Bidders should note that these volumes are indicative and may vary depending on customer participation levels and the impact of ongoing energy efficiency and demand reduction initiatives.
The requirement is designed to deliver a comprehensive and integrated energy solution. In addition to the supply and administration of electricity and gas, the framework will encompass strategic energy partnership services, including portfolio optimisation, as well as energy bureau services covering data management, invoice validation, and reporting. Metering services will also form part of the scope, including the provision, installation, and ongoing data collection from metering assets.

Individual lot values have been aligned with forecasted expenditure. The overall contract value is set higher to incorporate a contingency margin. This will accommodate potential market volatility and rapid energy price fluctuations, ensuring the framework maintains the necessary financial flexibility. These figures represent a maximum capacity for risk mitigation, and expenditure is not guaranteed.

Details of the Call-Off competitive selection processes for the award of contracts under this framework will be released at Part 2 Award.
In the event that there is a challenge to the Competition and such a challenge is confined to any one particular Lot, the Authority reserves the right to the extent that it is lawful to do so, to conclude a Framework Contract with the successful Suppliers in respect of the Lot(s) that has (have) not been so challenged.
