Published requirement descriptionPfH Cymru (Procurement for Housing Wales) wishes to establish a Wales-specific Decarbonisation, Retrofit and Planned Works Framework Agreement.
Established in 2004, Procurement for Housing (PfH) is a national procurement consortium dedicated to the social housing sector and supported by the National Housing Federation (NHF), Chartered Institute of Housing (CIH) and HouseMark. Collectively our Members manage more than 90% of the UK's social housing stock, with PfH helping them to achieve efficiency savings using a wide range of services including framework agreements, dynamic purchasing systems, spend analyses, strategy reviews, consolidated billing and comprehensive reporting. PfH is a contracting authority under section 2 of the Procurement Act 2023 and a centralised procurement authority under section 1(4) of that Act.

- Quality: The award criteria and weightings where relevant are set out in the ITT (Document 6A and 6B) included in the tender pack
- Price: The price criteria and weightings where relevant are set out in the pricing schedules included in the tender pack
- Price carries 30 of 100 points: a 10% discount moves about 3 points. The method statement decides this lot, not the discount.
- “PfH Decarbonisation, Retrofit and Planned Works Framework for Wales” is a framework: the contest is a place on its panel, up to 168 suppliers, not a single contract: call-offs may be direct or by further competition.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
