What is being bought

Wallingford Town Council, working in partnership with Historic England, seeks a suitably qualified archaeological and heritage consultant to prepare an Archaeological Management Plan and a costed specification for HE1 capital works across the Scheduled Monuments within the Council's public parks in Wallingford, Oxfordshire. The sites covered are the Wallingford Town Walls, the Saxon burh (town) defences, and Wallingford Castle and the Motte. These are nationally important Scheduled Monuments, and elements of the Town Walls are recorded on the Heritage at Risk Register. The work is intended to inform and enable future conservation works, including measures to limit erosion, manage vegetation and shrub coverage, and address unstable trees, while protecting buried archaeology and the historic character of the sites. The appointed consultant will be expected to assess the monuments, set out a management approach, and produce a clear, costed specification suitable to inform a subsequent, separately procured works programme. The full brief, scope of works, form of response and pricing schedule are provided in the PA2 Tender Brief and its appendices, which tenderers should read in full before submitting.

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 71. The category anchor is Archaeological services (71351914); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.

References to \"Landscape Specialist\" should be read as Landscape Architect. The role combines defined design work with advisory input: designing landscape proposals for the restoration of the Motte following clearance, and advising on vegetation establishment and long-term management.\nOutputs. Landscape proposals for returning the Motte to open parkland condition similar to 1961 levels (Task 2c, Figure 5), including the planting, seeding, meshing and low ground cover required to stabilise the earthwork and prevent erosion (Task 2e.1), building on the 2020 Landscape Management Plan (Appendix C), and feeding into the costed Motte specification.\nTasks 1 and 2. No input is required for Task 1 (Condition Survey). The role's input falls within Task 2 (the Management Plan), principally Tasks 2c and 2e.1.\nScope. The role is confined to the Motte and is expected to complement, not duplicate, the archaeology, ecology, engineering and forestry inputs in Section 9. As Section 9 notes, the team structure is indicative and tenderers may propose an alternative structure provided the required expertise and outputs are covered."
