What is being bought
Published requirement description3 separate contracts have been awarded an equal share (up to 33.33%) for the provision of primarily audit services of decarbonisation works.
This will consist of both in-cycle and post-cycle auditing of completed decarbonisation works.
- Not divided into lots: The fluctuating nature of potential short-term audit work across locations it was deemed more suitable to have multiple suppliers with full national coverage - still splitting the contract equally, to protect against the risk of having a significant influx of work in a single region which could cause a delay as the allocated lotted supplier may not have capacity. This is a risk-averse approach and has worked previously for Salix.
- How the procedure runs: A two stage competitive flexible procedure will be undertaken in the format of a request to participate where the open market is invited to review the specification and if suitable respond to the PSQ and additional questions. The 5 highest scoring suppliers that pass all qualification criteria will be shortlisted to proceed to submit a final tender response with the top three being awarded a contract for up to 33.33% of the service requirements for the Audit of Decarbonisation Works.

How bids were scored
- Quality: At the PSQ stage, additional questions has three quality questions, these are evaluated on a 0-5 scale and tenderers will be disqualified if they score below 2. The five highest scoring tenderers will be shortlisted and invited to submit a final tender response if they have met all the minimum qualification criteria.
- Cost: At the Invitation to submit final tender response stage, the successful tenderers that were shortlisted will be requested to submit a quality submission and commercial submission. This will be hourly rates for the job roles that are highlighted in the specification document that is available on the Atamis e-procurement portal. If the tenderer passes the quality threshold of 60/100 then the sum of the hourly rates will be divided by the moderated quality scores to create a PQP score.
