Published requirement description

Provision of 24/7 Hazard Line and Emergency Call-Out Service

The provision of a 24/7 Hazard Line and Emergency Call-Out Service, designed to support critical operations and ensure immediate response during emergency situations.

Objectives and Requirement

We aim to procure a Contractor with the expertise and resources to perform the following tasks:

  1. Provide a manned call-out service across the British Coalfields.
  2. Deploy competent personnel to respond to coal tip, surface, or mine-related hazards within 4 hours in the specified regions. MRA employs competent staff for call outs; however, the Contractor will be required to provide personnel for coverage when necessary.
  3. Manage the hazard line 24/7, ensuring immediate access to emergency response support.

How bids were scored
Price: 100%
Published sub-criteria (1)
  • Price Per Quality Point: 100%
Published award criteria (1)
  • Price Per Quality Point: Price per quality point (PQP) is an evaluation technique designed to make it easier to consistently and fairly compare bids of varying quality and price. It also makes it easier for bidders to judge how they may score overall. In this approach a PQP is calculated for each bid by: • Determining the bid price; • Determining the quality score for each bid, expressed as a whole number rather than as a percentage (though the whole number may still be points out of 100); and • Dividing the bid price by the quality score to give an output price per quality point. The PQP is established by dividing each bidder's price by its quality score. This enables true comparison of what the department will pay between per quality point and bidders are not being compared against each other, but only assessed based on their own bid.
What this means for your bid
  • Price carries 100 of 100 points: a 10% discount moves about 10 points. This one is won on the number: sharpen the price before polishing the prose.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
