NB - This procurement is being undertaken as a below-threshold Request for Quotation (RFQ) under the Procurement Act 2023. As the estimated contract value is below the applicable procurement threshold, it is not subject to the full regulated procurement procedures that apply to above-threshold procurements. The Act requires a proportionate approach to below-threshold procurement and provides contracting authorities with greater flexibility in determining an appropriate route to market.
In accordance with this approach, the RFQ will be conducted on an invitation-only basis, with quotations being sought from a selected number of suppliers assessed as capable of delivering the requirement. This enables meaningful competition whilst maintaining a proportionate process aligned to the value, complexity and risk profile of the contract. Similar approaches are reflected within procurement guidance and procurement policies developed in response to the Procurement Act 2023.
For completeness, the Procurement Act 2023 does not require contracting authorities to run an open tender process for below-threshold procurements. In particular:
• Part 6 of the Act establishes a separate regime for below-threshold contracts, recognising that fewer obligations apply than for covered procurements.
• Section 85 sets out requirements where a contracting authority chooses to invite tenders for a regulated below-threshold contract but does not mandate that the opportunity must be advertised openly to all suppliers.
• The Act allows contracting authorities to take a proportionate approach to supplier selection and competition for below-threshold opportunities, provided that transparency requirements applicable to the procurement are met.

How FAIRHIVE HOMES LIMITED buys Software-related services (CPV 7226) — and who usually turns up

How the contest usually goes
Left: this authority. Right: the market where the work is delivered. Bids and award-vs-estimate pairs are per lot, from contested contracts only — direct awards (including PA 2023 transparency notices) report one bid by definition and are left out. On Procurement Act 2023 notices the count is the tenders assessed at the final stage, not every submission received; pairs compare like with like (VAT-exclusive, or VAT-inclusive on both sides). Empty means nothing was published, not filled in from elsewhere.

Coverage and what to read with care
- Each tile explains itself. The on a figure says what it is, how it is counted and which scope this notice’s own record came from (class, division, all categories, or the authority’s 24-month row). The two columns are never blended and nothing is filled from a UK-wide figure; an empty tile means the source published nothing usable. Long form: Methodology.
- Coverage. Roughly 40 % of notices publish a bid count; about half publish an ITL1 delivery location, so the market column reads the authority’s registered region when the notice has none (labelled). About 30 % of award-vs-estimate pairs are exact matches — the buyer published the award at the estimate. n is on every figure; a thin sample is muted, never hidden.
- “Match” and “relevance” are model scores from the nightly matcher, not published facts. Find a Tender does not publish who is bidding. Never shown: contact details, payment behaviour, or a recommended price.
