What is being bought
The Regulator of Social Housing plans to commission an independent evaluation of the consumer regulation reforms introduced in April 2024. The evaluation will assess how the reforms have influenced registered providers, outcomes for tenants and the quality of social homes. It will help RSH demonstrate accountability for delivery of its consumer objectives and inform our future regulatory approach. The supplier will be expected to use appropriate qualitative and quantitative methods to provide credible, independent findings. This notice is issued to seek early market views on the feasibility of the evaluation, possible approaches and supplier capability. It is not a call for competition.

All engagement will be carried out in a fair and transparent way and any information shared with one supplier will be made available to others where appropriate. Suppliers may also be invited to take part in follow-up discussions with the project team. To participate, please email procurement@rsh.gov.uk with the subject line "PME Response Impact Evaluation". This engagement is not a call for competition.
