Published requirement description

Home Group are aiming to appoint suitably qualified and experienced Asbestos Surveying & Analytical companies and Asbestos Removal contractors under a regional framework to carry out the following services for its domestic and commercial housing stock: -

  • Management Surveys
  • Refurbishment & Demolition Surveys
  • Re-inspection Surveys
  • Air monitoring Services
  • Laboratory analysis
  • Licensed and non-licensed asbestos removal works
  • Reinstatement remedial works if required It is HGL’s intention to appoint Two service providers per Surveying & Analytical regional lot on a ranked basis and One Removals contractor per regional lot. The Rank 1 contractor will be the bidding contractor who submits the highest scoring tender submission.
  • The authority expects to re-tender this requirement around 1 Oct 2031, 23:59 BST.
  • How the procedure runs: Home Group is following a Competitive Flexible Procedure made up of 2 stages as follows: Stage 1 – Tender Submission This will consist of a Procurement Specific Questionnaire (PSQ) and Invitation to Tender (ITT) document. PSQ = Pass/Fail ITT = Price 40% / Quality 60% If a Tenderer receives a “Fail” for the PSQ element, their submission will not be considered any further and will not have its ITT evaluated against the tender evaluation criteria. Stage 2 – Interview Stage – 100% Following evaluation at ITT stage, the top 2 ranked bidders in each lot will be invited to an Interview/Presentation stage. Home Group reserves the right to down select 2nd rank bidders if their score after stage 1 is more than 10% lower than the rank 1 bidder. For the avoidance of doubt, Home Group reserve the right to award the tender to the rank 1 bidder after stage 1 if their score is more than 10% higher than the rank 2 bidder. At the conclusion of the Interviews your organisation must be ranked 1 or 2 within the relevant lot to be appointed to the Framework Contract.

What this means for your bid
  • Price carries 40 of 100 points: a 10% discount moves about 4 points. The method statement decides this lot, not the discount.
  • “Asbestos Management Framework” is a framework: the contest is a place on its panel, up to 14 suppliers, not a single contract: call-offs may be direct or by further competition.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

Question for the bid
This buyerHome Group · all categories
What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: 6 of 8 known-size awards · market: CPV 9065 · UK-wide, n=106
75%95%

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Here, local means the winner is registered in the region where that contract was delivered.

A local branch does not count if the registered address is elsewhere.

Last 36 months.

Buyer: 2 of 2 known-location awards · market: CPV 9065 · UK-wide, n=8
2 of 238%

Most of this buyer’s recorded winners are registered in Scotland.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the deadline to the first award notice, on competitions that published both dates.

Only decided tenders count, so slow ones still waiting are not in.

Last 36 months.

Buyer: 3 decided notices · market: CPV 9065 · UK-wide, n=9
135 days66 days

Half of these awards were announced within 135 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

The market share is a minimum: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

Last 36 months.

Buyer: exactly 0 of 2 procurements with awards had no recorded rival · market: CPV 9065 · UK-wide, n=10
0 of 220%

Missing bid counts may hide more single-bid awards. This share is a minimum.

How did awards compare with estimates?

i

Where winning prices landed against estimates.

Each colour shows awards below, close to or above the published estimate, one lot at a time.

On a framework or DPS, prices are agreed when work is called off.

Past prices are a guide, not a bid price.

Last 36 months.

Not comparable on a framework or DPS. The notice sets up a supplier panel and a ceiling value; what the work actually costs is agreed later, on each call-off or mini-competition, and those publish as contract notices of their own. The award-vs-estimate record of this market therefore sits on the call-offs; this page shows it on the contracts, not on the panel that frames them.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the match score are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

How it runs

Home Group is following a Competitive Flexible Procedure made up of 2 stages as follows:

Stage 1 – Tender Submission

This will consist of a Procurement Specific Questionnaire (PSQ) and Invitation to Tender (ITT) document.

PSQ = Pass/Fail

ITT = Price 40% / Quality 60%

If a Tenderer receives a “Fail” for the PSQ element, their submission will not be considered any further and will not have its ITT evaluated against the tender evaluation criteria.

Stage 2 – Interview Stage – 100%

Following evaluation at ITT stage, the top 2 ranked bidders in each lot will be invited to an Interview/Presentation stage.
