Published requirement descriptionNational Grid requires the provision of comprehensive Asbestos Consultancy, Management, Analytical, Mitigation, Containment and Removal Services across its portfolio of operational and non-operational sites across England and Wales.
The services are required across two separate National Grid business units:
- National Grid Electricity Transmission (NGET)
- National Grid Electricity Distribution (NGED)
Suppliers should note that NGET and NGED operate as separate business units and may have differing operational requirements, governance arrangements, systems, processes, standards and reporting requirements.
The anticipated term of the framework will be a 4-year initial term with 2 two-year extension options upon mutual agreement.
The services shall support National Grid in fulfilling its duties under the Control of Asbestos Regulations 2012 (CAR 2012), including the duty to manage asbestos, and ensure compliance with all relevant legislation, Approved Codes of Practice and Health and Safety Executive (HSE) guidance.
The appointed supplier(s) shall deliver services on both a planned and reactive basis, supporting routine maintenance, refurbishment, demolition, emergency response activities and wider capital projects.
All works shall be carried out in full compliance with the Control of Asbestos Regulations 2012 (CAR 2012). Suppliers shall maintain all necessary licences, accreditations, insurances, permits and environmental registrations required to deliver the services. They shall ensure that all personnel are suitably trained, qualified and competent and that services are delivered in a safe, proactive and risk-based manner.
The framework is anticipated to be divided into the following Lots:
- Lot 1 - NGET Asbestos Consultancy Services
- Lot 2 - NGET Asbestos Removal Services
- Lot 3 - NGED Asbestos Consultancy Services
- Lot 4 - NGED Asbestos Removal Services
The Asbestos Consultancy Services shall include, but not be limited to:
- Undertaking management Surveys, refurbishment and demolition surveys, re-inspections, asbestos risk assessments and site-specific management plans.
- The Consultant shall provide sampling, testing and laboratory analysis through UKAS-accredited facilities, undertake air monitoring and four-stage clearance procedures, and issue all relevant certification and reports.
- The Consultant shall also provide technical advice, quality assurance, compliance auditing, contractor oversight, specification development for remediation works and support to procurement activities where required.
- In addition, the Consultant shall provide and maintain a secure web-based asbestos management database to enable the storage, management and reporting of asbestos-related information across the National Grid sites.
The Asbestos Removal Services shall include:
- Licensed and non-licensed asbestos works undertaken in accordance with CAR 2012 and all applicable HSE guidance.
- Licensed works shall be undertaken by appropriately licensed asbestos contractors and may include asbestos removal, encapsulation, remediation, environmental cleaning, decontamination, emergency response, installation of enclosures, dismantling of asbestos-containing plant and equipment, and the transportation and disposal of asbestos waste.
- Non-licensed works shall be undertaken by competent personnel using appropriate control measures and compliant working practices
- The authority expects to re-tender this requirement around 1 Jan 2034, 23:59 GMT.
- How the procedure runs: National Grid Procurement will issue the tender documents via SAP Ariba to those suppliers that have expressed their interest on Friday 21 August 2026. The tender stages will be as follows: Pre-qualification; shortlisted suppliers invited to ITT/RFP; shortlisted suppliers invited to negotiations; award. The specific award criteria will be announced in the ITT/RfP documentation.

Published description of the framework
The Contract will be divided into the following Lots:
- Lot 1 - NGET Asbestos Consultancy Services
- Lot 2 - NGET Asbestos Removal Services
- Lot 3 - NGED Asbestos Consultancy Services
- Lot 4 - NGED Asbestos Removal Services
National Grid intends to establish a Framework for the provision of Asbestos Consultancy and Asbestos Removal Services across National Grid Electricity Transmission (NGET) and National Grid Electricity Distribution (NGED).
The Framework is expected to be awarded to:
- Lot 1: one (1) supplier for NGET Asbestos Consultancy Services;
- Lot 2: up to four (4) suppliers for NGET Asbestos Removal Services;
- Lot 3: up to two (2) suppliers for NGED Asbestos Consultancy Services; and
- Lot 4: up to four (4) suppliers for NGED Asbestos Removal Services.
The award decision will be based on a number of factors assessed throughout the procurement process, including demonstrable technical competence, relevant asbestos accreditations and qualifications, health, safety, environment and quality performance, operational capacity and resource availability, ability to deliver the required Services, and commercial offering. For the avoidance of doubt, Bidders will need to achieve a minimum satisfactory overall score to be considered for contract award.
The contracting entity for this Framework is National Grid UK Limited. The Framework may be used by National Grid Electricity Transmission plc (NGET), National Grid Electricity Distribution (NGED), and any other current or future subsidiary, affiliate, or associated company within the National Grid UK Limited Group. This includes, but is not limited to, the following entities:
- National Grid Electricity Transmission plc (NGET)
- National Grid Electricity Distribution (South West)
- National Grid Electricity Distribution (South Wales)
- National Grid Electricity Distribution (West Midlands)
- National Grid Electricity Distribution (East Midlands)
The call-off procedure under the Framework will be:

The method of allocation selected by National Grid for any particular requirement shall be at National Grid's sole discretion and National Grid shall not be required to justify its choice of allocation method.
