Under the contract, Citizens Advice Manchester will act as the lead provider of income maximisation and benefits support services. The supplier will:
Deliver income maximisation and financial advice.
Assess customer circumstances and identify benefit entitlements.
Support customers with benefit applications and wider financial support applications.
Assist customers with lower digital confidence.
Refer customers to other Warm Homes Network partners where additional needs are identified.
Record delivery outcomes and benefits achieved through the WHN CRM platform.
Provide reporting, performance information and programme impact data.

This contract supports the delivery of Ofgem's Vulnerability and Carbon Monoxide Allowance (VCMA) programme objectives by providing specialist income maximisation, benefits advice and financial support services for customers in vulnerable circumstances.
Citizens Advice Manchester has been appointed to provide specialist benefits and income maximisation support within the Warm Homes Network ecosystem. The service forms part of a coordinated referral-based support model, enabling customers to access financial assistance, welfare support, energy efficiency advice and other vulnerability services through a single programme structure.
The arrangement contributes to the delivery of VCMA outcomes through specialist support for vulnerable households, financial resilience, income maximisation and wider wellbeing improvements.
