Published requirement descriptionThe contract supports delivery of the Warm Homes Network (WHN), a collaborative VCMA initiative designed to help customers access benefits, grants, debt support, household cost advice and wider vulnerability services through a coordinated support pathway.
Under this agreement, Turn2us will provide the digital access route into the Warm Homes Network and offer self-service support through its Benefits Calculator and Grants Search tools. The supplier will support customers in identifying financial assistance available to them and facilitate onward referrals to specialist delivery partners where additional needs are identified.
The service will:
Provide access to benefits calculations and entitlement checks.
Provide access to grants and financial support information.
Create referrals into specialist partners for income maximisation and energy efficiency support.
Support customer signposting to the Priority Services Register (PSR), carbon monoxide awareness and other vulnerability-related support.
Provide reporting and performance information to support programme governance and assurance.

This contract supports the delivery of Ofgem's Vulnerability and Carbon Monoxide Allowance (VCMA) objectives by providing a digital route for customers to identify and access financial support, benefits and grants while improving access to wider vulnerability services.
The Warm Homes Network has been established as an integrated support ecosystem. The appointment of Turn2us provides access to established digital tools, including the Turn2us Benefits Calculator and Grants Search services, enabling customers to quickly identify financial support opportunities and connect to specialist advice providers where further intervention is required.
The contract contributes to VCMA outcomes by improving financial resilience, increasing access to benefits and support schemes, facilitating referrals to specialist assistance providers and supporting vulnerable households across participating gas distribution network regions.
