What is being bought

Published requirement description

Procurement of a scalable, affordable, non-energetic FPV training capability to deliver increased training mass under the RAPSTONE programme. A competitive procurement will be used to test the market and secure value for money, taking account of current technology, supplier capacity and support solutions. Final quantities will be determined through competition, with lessons identified from FPV Tranches 1 and 2 informing the final User Requirement Document. This represents the final planned FPV training tranche under the current UBIQUITY approach and is distinct from the operational Armed FPV capability requirement.

  • Technical Assessment: 75%
  • Commercial Assessment: 25%
Published award criteria (2)
  • Technical Assessment: Tenderers shall provide sufficient information and evidence to enable the Authority to assess their responses against each criterion. Responses will be scored in accordance with the evaluation methodology Following completion of Stage 1, the three highest-scoring Tenderers will be shortlisted and invited to participate in Stage 2 Demonstration Phase. The Authority reserves the right to invite fewer than three Tenderers where fewer than three acceptable Tender Responses are received. Shortlisted Tenderers shall be required to provide demonstration equipment and participate in a practical evaluation event. The purpose of the demonstration is to validate the claims made within the written Tender Response and assess the suitability of the proposed FPV training drone solution in a realistic training environment.
  • Commercial Assessment: The Authority has an available budget of £3,750,000 inclusive of VAT for the initial purchase and delivery of FPV Training Drone systems and associated support requirements under this Contract. Tenderers shall submit a proposal identifying the maximum number of complete FPV Training Drone sets that can be supplied within this budget. In addition, Tenderers shall provide a firm fixed price for the purchase of additional compliant Sets beyond those offered within the available budget. The Authority will separately assess the cost of additional Sets as part of the commercial evaluation to determine value for money and potential future scalability.

No conditions of participation were published on the notice; check the tender documents.

What this means for your bid
  • Price carries 25 of 100 points: a 10% discount moves about 2.5 points. The method statement decides this lot, not the discount.
  • Turnover usually expected at this size: about £13,400,000 (twice the annual value).

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

Question for the bid
This buyerMinistry of Defence · division 35
What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: 27 of 78 known-size awards · market: no supplier sizes published
35%—

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

A local branch does not count if the registered address is elsewhere.

Last 36 months.

Buyer: 11 of 17 known-location awards · market: no winner locations published
65%—

Most of this buyer’s recorded winners are registered in the delivery region.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the deadline to the first award notice, on competitions that published both dates.

Only decided tenders count, so slow ones still waiting are not in.

Last 36 months.

Buyer: 96 decided notices · market: no decision dates published
50 days—

Half of these awards were announced within 50 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

The buyer’s share is a minimum: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

Last 36 months.

Buyer: at least 42 of 75 procurements with awards had no recorded rival · market: no bid counts or routes published
56%—

Direct awards or one recorded bid are common here. Check the route before spending time on a bid.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
