What is being bought
Published requirement descriptionPowys County Council on behalf of the 14 partners of the Delivering Net Zero Project, are seeking a suitably experienced and qualified supplier, or a group of suppliers acting together as a consortium, to design, test and warrant a net zero carbon housing solution.
The design should be based upon timber, employ modern methods of construction (MMC), and achieve net zero carbon in terms of construction, and in terms of operation from 2030.
The Council expects that a collaborative approach will be required to deliver a solution that fully meets the requirements, and will need to involve architects, engineers, timber frame manufacturers, and contractors.
Collaboration will also be required with the Delivering Net Zero Project and it's partners.
The tenderer (and if necessary its partners) will need to demonstrate experience in the following:
- Net zero / low carbon design
- MMC
- Design for Manufacture and Assembly (DfMA) processes
- Managing a multi partner project

Bidders must meet the minimum requirements as follows:
Bidders must have the following levels of insurance:
- Public Liability - 10,000,000 GBP
- Employer Liability - 5,000,000 GBP
- Professional Indemnity - 10,000,000 GBP (per claim)
Bidders must pass a financial check which will be carried out in accordance with the document Appendix 4 – Financial Assessments Information (found under the Attachments Area of the Portal).
- Technical & professional ability
Bidders must meet the minimum requirements as follows:
Bidders must have demonstrable experience of designing to zero carbon standards.
Bidders must have demonstrable experience of Modern Methods of Construction.
Bidders must have demonstrable experience of undertaking Design for Manufacture and Assembly (DfMA) processes.
Bidders must have demonstrable experience of designing to Welsh Government’s Welsh Development Quality Requirements (WDQR) and/or its predecessor Development Quality Requirements (DQR), Lifetime Homes and Secured by Design (SbD) Gold.
Bidders must have demonstrable experience of coordinating and managing multi-partner projects.
