Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 45. The category anchor is Construction work (45000000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.

"description": "REQUIREMENTS\n1) Pump Track for Youngsters\nThis needs to be really mellow and allow children as young as say 2 be able to go round on balance bikes. It will have bumps that go up and down in an oval shape. A flat banked area which can be used as a starting point is considered (similar to that on the main pump track)\n2) Mini Ramp\nA mini ramp smaller than that already on the main skate park will be used by everyone from youngsters starting out to adults just getting into a wheeled sport. A mini ramp might consist of two quarter pipes facing each other with a flat section in the middle so a rider can go back and forth doing tricks. \n3) Plaza Style Street Obstacles\nThe remaining space could be utilised with small street obstacles. This might loosely replicate what is already in the main park but be a lot smaller. So maybe have a manual pad, a small ledge, a small rail and small quarter pipes or flat banks at the edge which can be used to get speed towards them.\n4) Whole Floor Surface Concrete\nIt will be essential that all the old tarmac is ripped up and fresh concrete put down\n5) Each Section Linking Together\nA smart design will allow for the 3 areas to link together. For example the top of the pump track will have a flat section that could also connect in to the back of the mini ramp. This will look aesthetically pleasing and allow for utilising all sections at once during quiet spells.\n6) Additional Suggestions\nThe Council welcomes any other suggestions from contractors on any other enhancements to the novice site\nSCOPE OF WORK\nThe contractor should include the cost of the breaking up and removal from site of the existing tarmac and other items within the site area.\nThe contractor will include for all necessary site insurances to be in place.\nThe contractor will ensure the site with appropriate fencing to minimise potential vandalism or injury by the public.\nThe contractor will be expected to develop the submitted sketch design in more detail in conjunction with a working group of two councillors and two users.\nThe contractor will provide secure facilities for its operatives on site\nThe contractor will make good any damage to existing surfaces including re-turfing any grass areas that are detrimentally affected by the works.\nThe contractor will include all costs associated with the inspections required by the authorities to enable the facility to be open to the public.\nThe contractor will include for a sign to indicate how the site is to be used. Additional information: Tenders should be submitted as hard copies.\nASSESSMENT\nThe tenders will be assessed on the basis of both price, design and the past experience of the contractor.\nGodmanchester Town Council is not committed to accept the lowest or any tender.\nTENDER DOCUMENTS\nThe tender should include the following:\nFull Company Details\nIllustrations of similar projects completed\nReferences from past employers\nConstruction insurance details\nTimescale for the design\nTimescale for construction including earliest start on site date and completion date\nSketch illustration of the proposal including materials to be used.\nPayment schedule\nFixed price exclusive of VAT.\nTenderers may wish to submit an alternative costed proposals that offer additional value on a larger site area if thought appropriate \nTenders should be submitted in a plain envelope marked \nTENDER FOR NOVICE SKATEPARK\nAnd be delivered by 12 noon on 2 July 2025 to\nThe Town Clerk\nGodmanchester Town Council\nTown Hall\nPost Street\nGodmanchester PE29 2NB\nAny questions regarding this tender should be submitted in writing to the above address",

"description": "Judith's Field already contains a skatepark and pump track which are both very well used by most age groups. However, there is a recognised need for an additional facility where younger children, some on balance bikes, can start to try smaller ramps and tracks. This will also offer opportunities for older children and adults to start using skateboards, scooters and bmx.\nThe tarmac area adjacent to the skatepark would be an ideal location for this facility. This is currently used as an area for kicking balls against the existing graffiti wall.\nIt is anticipated that the design of the Novice Skatepark will involve the removal of the graffiti wall. The cost of removal of this structures will be by others and should not be included in the tender price.\nIt is required that a path be left between the existing skatepark and the new novice skatepark to allow access to the rest of the field and to provide separation from the experienced users of the existing skatepark and discourage movement between the two.",
