Hythe and Dibden Parish Council invites tenders from suitably qualified vehicle suppliers for the supply, first registration and delivery of one new medium sized low emission panel van.
The Council is seeking a vehicle broadly equivalent in size and operational capability to a Ford Transit Custom L1 H1. The reference to the Ford Transit Custom is provided solely as an indication of the approximate size and operational characteristics required. Equivalent vehicles from other manufacturers will be considered.
The procurement is divided into two Lots:
Lot 1: Plug in Hybrid Electric Vehicle, PHEV
Lot 2: Battery Electric Vehicle, BEV
Suppliers may tender for either Lot or both Lots. The Council intends to purchase one vehicle only and will award either Lot 1 or Lot 2.

PHEV vehicles must have a manufacturer's published electric only range of at least 30 miles.
BEV vehicles must be capable of AC charging and DC rapid charging.

Operational and charging requirements
The Council's operational requirements mean that full overnight charging cannot be routinely relied upon.
The vehicle is expected to spend an average of approximately two hours per working day at the Council's workshop, where electric vehicle charging facilities are available. The Council is prepared to consider an upgrade or replacement of the existing charging facility where reasonably necessary for the vehicle offered.
Tenderers must provide details of the charging requirements for their proposed vehicle and identify and price any recommended charging equipment or upgrade.
Price and evaluation
The estimated contract value is approximately £45,000 excluding VAT.
The tendered price must include all costs associated with supply and first registration, including the first registration fee and Vehicle Excise Duty where applicable. VAT must be identified separately.
Tenders will be evaluated on the basis of:
Five Year Whole Life Cost: 45%
Operational Suitability and Specification: 30%
Delivery Commitment: 15%
Warranty, Servicing and Aftersales Support: 10%

Part exchange
The Council owns a Nissan NV300, registration HG21 LBU, which it will consider in part exchange.
Suppliers may arrange to inspect the vehicle before submitting a part exchange valuation.
The Council reserves the right not to accept a part exchange offer and to dispose of the existing vehicle separately.
Delivery and timetable
The Council requires the new vehicle to be supplied, registered and available for possession no later than 31st January 2027.
Tenders will be considered by the Council on Thursday 5th November 2026, with notification and contract award intended during the week commencing Monday 9th November 2026, subject to completion of the procurement process.

The assessment will include the vehicle acquisition cost and other reasonably quantifiable applicable costs, including scheduled servicing, energy costs, necessary charging equipment or upgrades and any accepted part exchange allowance. - Operational Suitability and Specification — Assessment of the vehicle's suitability for the Council's operational requirements. This comprises Load Carrying Capability 8%, Dimensions and Manoeuvrability 6%, Powertrain, Range and Charging Suitability 8%, and Equipment and Practical Specification 8%. - Delivery Commitment — Assessment of the proposed delivery date and the certainty and robustness of the supplier's delivery commitment. The vehicle must be supplied, first registered and available for possession no later than 31 January 2027.
- Warranty, Servicing and Aftersales Support — Assessment of the manufacturer's vehicle and battery warranties where applicable, service intervals, servicing arrangements, roadside assistance, availability of replacement parts and practical aftersales support.
