Authority: SANCTUARY CARE LIMITED (Public body)
What is being bought
Published requirement descriptionSanctuary Care is undertaking Preliminary Market Engagement (PME) with prospective suppliers and other interested organisations operating within the window cleaning and gutter cleaning services market. This engagement will help inform the procurement strategy and future contracting approach for potential outsourced service contracts.
Sanctuary Care operates 108 not-for-profit care homes across England and Scotland and has provided residential, nursing, dementia, palliative and respite care for more than 25 years.
The requirement is expected to include the provision of planned and, where required, reactive external & internal window cleaning as well as gutter clearing across Care Homes.
The scope is expected to include:
- external window cleaning, including glass surfaces, frames and sills;
- internal window cleaning within communal areas, where required;
- cleaning of conservatories and other relevant glazed areas, where applicable;
- planned gutter cleaning and clearance, including the removal of leaves, moss, silt, vegetation and other debris;
- cleaning and clearance of downpipes and hopper heads and the removal of blockages to restore the free flow of rainwater;
- visual inspection of gutters, joints, brackets and downpipes;
- identification and reporting of defects or maintenance requirements;
- provision of appropriate photographic and/or service completion evidence; and
- reactive attendance for blocked gutters and downpipes, where required.
The estimated contract value, initial contract term and any extension options remain under development at this stage. Supplier feedback is sought on contract duration and commercial arrangements that would support competitive and sustainable delivery. Further details will be provided in any subsequent procurement notice and documents.
Purpose of the Engagement
The purpose of this preliminary market engagement is to obtain supplier feedback to help Sanctuary Care develop its requirements and procurement strategy.
Interested organisations are invited to complete the online market engagement questionnaire available at forms.cloud.microsoft/e/yZS0t09NfN ↗ or by emailing [email protected] with the subject line “Care Window and Gutter Cleaning PME”.
The survey should only take 10 minutes to complete, and it shall be open until 15 November.
Responses are welcomed from suppliers of all sizes, including SMEs, regional and local providers, and organisations able to deliver only part of the geographical or service scope.
Your feedback will help us understand areas such as market capability, geographical coverage, service delivery, commercial considerations and how the opportunity could best be structured.
Please note that this questionnaire is for market research purposes only and does not form part of a formal tender or supplier selection process.
No final decision has yet been made regarding the structure or scope of the procurement, and information obtained through this preliminary market engagement may be used to inform the design of any subsequent competitive procurement.
If you have any questions regarding the market engagement exercise, please contact [email protected] with the subject line “Care Window and Gutter Cleaning PME”.
Additional Information
Participation in this preliminary market engagement is voluntary and is not a condition of participation in any subsequent procurement. Responses will not be scored for the purpose of selecting suppliers for contract award. Participation or non-participation will not, of itself, confer preferential treatment or prejudice an organisation’s position in any subsequent procurement.
Any future procurement opportunity will be advertised separately and interested organisations will need to participate in that process should they wish to be considered for contract award.
Sanctuary reserves the right to amend the scope described during this engagement and no commitment is made at this stage to commence a procurement process. Information received may be used to develop the requirements, procurement strategy, procurement documents and contractual arrangements for any subsequent procurement, subject to applicable legal obligations and appropriate protection of confidential information. Respondents are responsible for their own costs of participating in this engagement.
The estimated contract value and contract duration are currently being assessed and will be advised as part of the tender process following pre-market engagement.

The counts under this question show how many awards have a known supplier size.
Across this market, small firms won 59% of awards with a known supplier size.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered.
A local branch does not count if the registered address is elsewhere.
Across this market, 61% of winners were registered in the delivery region.
i
How long buyers here take to decide after bids close.
Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 65 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
The market share is a minimum: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Across this market, at least 17% of awarded procurements had no recorded rival.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
