What is being bought

Since Westminster City Council (WCC) carried out a pilot test of shared power supply charge points, or lamp column charge points (LCCP), alongside resident parking bays in 2017, the council has embarked on several significant expansion programmes resulting in a total of 2,332 LCCP being present on the WCC maintained public highway as of July 2026. This service is predominantly aimed at the Westminster residents, with just over 30% of parking permit holders owning an EV. This contract is currently let to Siemens Plc, with Ubitricity acting as a sub-contractor, and consists of 951 charge points (all manufactured by Ubitricity). All charge points were purchased by WCC through a concessionary contract procured via the TfL GULCS Framework. They have a working life of at least 10 years and are compatible with the Open Charge Point Protocol (OCPP) version 1.6, so there is an opportunity for a Supplier to provide a service for at least 5 years once the contract has concluded.

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 31. The category anchor is Chargers (31158000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.

"description": "Since Westminster City Council (WCC) carried out a pilot test of shared power supply charge points, or lamp column charge points (LCCP), alongside resident parking bays in 2017, the council has embarked on several significant expansion programmes resulting in a total of 2,332 LCCP being present on the WCC maintained public highway as of July 2026. This service is predominantly aimed at the Westminster residents, with just over 30% of parking permit holders owning an EV.\nThis contract is currently let to Siemens Plc, with Ubitricity acting as a sub-contractor, and consists of 951 charge points (all manufactured by Ubitricity). All charge points were purchased by WCC through a concessionary contract procured via the TfL GULCS Framework. They have a working life of at least 10 years and are compatible with the Open Charge Point Protocol (OCPP) version 1.6, so there is an opportunity for a Supplier to provide a service for at least 5 years once the contract has concluded.\nOur intention, therefore, is to re-procure a service to operate, manage and maintain this stock of LCCP and we are interested to learn how this could be achieved so the Council are issuing the following market engagement questionnaire, which will help us refine our final procurement solution. \nPlease visit our City of Westminster Procurement and Contracts portal (\"the Portal\"), https://wcc.ukp.app.jaggaer.com and register your account, searching for SQ_30219.\nAll responses are to be submitted via Jaggaer by 12pm on 3rd September 2026. The deadline for submitting clarification questions is 12pm on 27th August 2026. \nIt is to be noted that a UK3 - Planned Procurement Notice relating to the above has also been issued.",
