Buyer: Ongo Homes Limited →
The works form part of Ongo's wider Decent Homes investment programme and will include: • Replacement and upgrade of kitchens and bathrooms • Associated electrical works, including rewires and upgrades where required • Void property works and ad hoc internal refurbishment activity • Miscellaneous construction works linked to property condition requirements The programme will be delivered to properties occupied by tenants as well as void properties, requiring a high level of resident engagement, careful planning, and minimisation of disruption. The Authority expects the contract to operate under a call off or measured term arrangement, with no guarantee of work volumes. Delivery will be flexible and responsive to changing demand, including peaks in voids and planned maintenance. Suppliers will be expected to demonstrate: • Strong tenant focused delivery, including communication and customer care • Ability to meet defined service standards and KPIs (e.g. timescales, satisfaction levels) • Robust contract management and reporting capability in line with Ongo frameworks • Commitment to social value outcomes, including local employment, skills and community benefits • Compliance with environmental, sustainability, and ethical supply chain expectations A strong emphasis will be placed on: • Safe systems of work and compliance with CDM Regulations • Resident satisfaction and safeguarding • Performance management, reporting and continuous improvement • Total Value (estimated): [The estimated total contract value is expected to be in the region of £35m-£40m over the full contract. The value in any future Tender Notice will represent a maximum estimated value, with no guarantee of spend. • (Note: Volume assumptions informed by circa 150 properties per annum plus void and ad hoc works, but subject to change.) Contract Dates (estimated): • Anticipated commencement: January 2027 • Initial contract term: estimated 3 Years • Extension options: Up to 5 additional years (subject to performance and governance approval) The Authority considers that a closed multi supplier framework exceeding four years is justified in accordance with Section 47(2) of the Procurement Act 2023. The Framework Agreement will have an initial term of three (3) years with the option to extend for a further sixty (60) months. Any extension beyond the initial term will be subject to satisfactory supplier performance, annual performance reviews and the Authority's ongoing requirements and funding availability. The framework is required to support the Authority's long-term planned investment programme for kitchen and bathroom replacement works across its housing stock. The programme comprises approximately circa 7,000 kitchen replacements and circa 1000 associated bathroom replacement works anticipated to be delivered over the next five to six years, representing a significant increase in annual delivery volumes. The extended framework term is necessary to align with the Authority's; • Asset management strategy • Investment programme and funding arrangements • support supplier investment in mobilisation, workforce capacity, resident liaison services, logistics and supply chain arrangements. Re-procurement during programme delivery would create additional cost, operational disruption and delivery risk, adversely affecting continuity of service and value for money. The closed framework will appoint up to three suppliers through a competitive procurement process. Works will be allocated in accordance with a work allocation methodology, informed by market engagement and set out in the procurement documents and Framework Agreement. The Authority considers that the proposed term is proportionate and necessary having regard to the nature, scale and duration of the works and the requirement to deliver the programme efficiently and effectively. No new suppliers will be admitted to the framework following award. The Authority's reasons for establishing a framework term exceeding four years are published in accordance with Section 47(3) of the Procurement Act 2023. The multi-supplier framework model is intended to support a diverse and resilient supply chain and provide proportionate opportunities for capable regional and SME contractors to participate in the delivery of the programme.

Benchmarked against retained Find a Tender procedures with CPV division 39. The category anchor is Kitchen furniture and equipment (39141000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.
Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.
No planning milestones published.
No linked framework, prior procurement or reprocurement published.

"description": "Ongo Homes Ltd is considering the procurement of a multi supplier delivery arrangement to support the delivery of its planned Kitchens & Bathrooms Programme across its housing stock within North Lincolnshire.\nThe programme forms part of Ongo's wider asset investment and Decent Homes delivery and is expected to include:\n•\tReplacement of kitchens and bathrooms\n•\tAssociated electrical upgrades and rewires where required\n•\tWorks to both tenanted and void properties\n•\tAncillary and ad hoc internal refurbishment works\nWorks will be delivered within occupied homes as well as void properties, requiring a strong focus on:\n•\tResident communication and engagement\n•\tMinimising disruption\n•\tSafe and compliant delivery\nThis includes a requirement for Tenant Liaison Officers (TLOs), clear communication, and adherence to defined service standards and timescales.\nThe authority's objective is to appoint up to three delivery partners under a measured term, call‑off arrangement, enabling:\n•\tFlexible allocation of work packages\n•\tPerformance‑based delivery\n•\tImproved resident and customer outcomes\nThe programme may also be used to support wider property improvement requirements, including damp and mould remediation and related works.\nA strong emphasis will be placed on:\n•\tResident experience and satisfaction\n•\tSocial value delivery and local impact\n•\tEnvironmental sustainability and responsible sourcing\n•\tRobust contract management and performance monitoring\n•\tValue for money across the contract term\nThese expectations will be embedded into contract management arrangements, including KPI monitoring and reporting.\n•\tCommercial Tool: Stand alone multi supplier contract with allocation based on ranking and performance - not reopening of competition.\n•\tTotal Value (estimated): The estimated total contract value is expected to be in the region of: £35-40m over the full contract term (indicative only).\n•\tThe value in any future Tender Notice will represent a maximum estimated value only, with no commitment to spend.]\n•\tContract Dates (estimated): Anticipated commencement: January 2027\nInitial term: estimated to be 3 years\nExtensions: Up to 5 additional years (subject to performance and approval).\nThe Authority considers that a closed multi supplier framework exceeding four years is justified in accordance with Section 47(2) of the Procurement Act 2023.\nThe Framework Agreement will have an initial term of three (3) years with the option to extend for a further sixty (60) months. Any extension beyond the initial term will be subject to satisfactory supplier performance, annual performance reviews and the Authority's ongoing requirements and funding availability.\nThe framework is required to support the Authority's long-term planned investment programme for kitchen and bathroom replacement works across its housing stock. The programme comprises approximately circa 7,000 kitchen replacements and circa 1000 associated bathroom replacement works anticipated to be delivered over the next five to six years, representing a significant increase in annual delivery volumes.\nThe extended framework term is necessary to align with the Authority's;\n•\tAsset management strategy\n•\tInvestment programme and funding arrangements\n•\tsupport supplier investment in mobilisation, workforce capacity, resident liaison services, logistics and supply chain arrangements.\nRe-procurement during programme delivery would create additional cost, operational disruption and delivery risk, adversely affecting continuity of service and value for money.\nThe closed framework will appoint up to three suppliers through a competitive procurement process. No new suppliers will be admitted to the framework following award.\nThe Authority's reasons for establishing a framework term exceeding four years are published in accordance with Section 47(3) of the Procurement Act 2023.\nThe multi-supplier framework model is intended to support a diverse and resilient supply chain and provide proportionate opportunities for capable regional and SME contractors to participate in the delivery of the programme.",
