Pre-qualification & selection criteria (PQQ)1
  • Condition of participation

This tender will be scored 80% quality and 20% pricing on a price/quality separated basis. We are doing conditions of participation questions (this is not being used to limit the market); applicants must score a minimum of 80% on the marked quality section to be invited to the presentation stage. The presentation stage will be a face to face presentation and activity involving youth panel members which will include questions from the evaluation panel. Following the presentation any providers scoring 80% overall on the quality, including the presentation score, will then be evaluated on their pricing.

Quality: 80%Price: 20%
Published award criteria (2)
  • Quality: The quality element of the evaluation will be set at 80%, due to the importance of the successful provider being able to meaningfully engage young people and deliver outcomes aligned with the strategic aims of Adoption England, rather than simply offering the lowest cost.
  • Price: The price element of the evaluation will be set at 20%, this is recognising that the contract is fully grant-funded with a fixed budget, and that the primary objective is to secure a provider capable of delivering a high-quality, nationally impactful youth participation service.

What this means for your bid
  • Price carries 20 of 100 points: a 10% discount moves about 2 points. The method statement decides this lot, not the discount.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
