- Service Delivery and Reliability, Description Measurement of the Contractor's ability to deliver all scheduled cleaning services in accordance with agreed frequencies, site requirements and operational standards. This includes attendance levels, provision of sickness and holiday cover, and consistent completion of all required service visits across Council sites. Performance will be monitored through service records, attendance tracking and monthly review in line with the Council's KPI framework for reliability and service delivery.
- Cleaning Quality and Standards, Assessment of the quality of cleaning services across all locations to ensure that facilities are maintained to a consistently high standard of cleanliness, hygiene and presentation appropriate for both staff and public use. Performance will be evaluated through inspections, feedback and scoring against agreed cleaning standards as set out in the Contract Specification and KPI framework.
- Management, Responsiveness and Compliance, Evaluation of contractor management, supervision and responsiveness, including communication with the Council, handling of issues and complaints, and adherence to Health and Safety procedures, safe systems of work, and environmental requirements such as waste management and appropriate handling of cleaning chemicals.
