What is being bought
Published requirement descriptionThe London Borough of Newham is undertaking a comprehensive market intelligence and engagement exercise to inform the future design and delivery of its Housing Repairs, Maintenance, Compliance and Capital Investment Programme. The Authority is currently considering a long-term programme of works and services with an indicative value of between £288 million and £416 million over a potential ten-year period, covering a broad range of specialist housing services including compliance, building safety, planned investment, major repairs, adaptations, voids and asset improvement programmes. The proposals outlined within the accompanying draft specification are intended solely to support this engagement process and should be viewed as initial concepts that will be refined through consultation with the market.
The purpose of this survey is to gather intelligence from organisations operating across the housing, construction, compliance, asset management and wider property sectors. The Authority is seeking views on market capacity, capability, commercial models, lot structures, delivery approaches, innovation, digital solutions, social value, sustainability and emerging legislative requirements. Feedback received will help shape future procurement, commercial and service delivery strategies, ensuring that any subsequent procurement exercise is informed by current market expertise and is structured to maximise value, resilience, competition, innovation and positive resident outcomes. The Authority welcomes responses from organisations of all sizes, including SMEs, specialist providers, consortiums, manufacturers, consultants and principal contractors.
