What is being bought
Published requirement descriptionCPI is seeking to procure cell prototyping services to support the validation and performance evaluation of electrochemical energy storage materials. The scope of this procurement includes:
- Electrode Manufacturing (mixing, coating, and calendering)
- Cell Assembly (Coin, single/multilayer pouch and cylindrical formats)
- Electrochemical Performance Testing (including formation, cycling, GITT, EIS, and HPPC)
The successful service provider(s) will receive slurry formulation compositions and/or coated electrodes, cell specifications, and testing protocols from CPI. The scope includes transforming these into finished, test-ready cells, delivering the subsequent electrochemical performance data, and providing technical consultation regarding cell-level optimization.
We require a provider capable of delivering high-quality, reproducible fabrication and testing services with the flexibility to handle various liquid-electrolyte cell chemistries, primarily Li-ion, and extensible to Na-ion systems. To ensure data replicability, the provider must adopt a transparent, 'open-book' approach to baseline material specifications including material source and composition information. Ancillary services, including the provision of regular data reports and the secure handling of sensitive material sets, are also in scope.

Published description of the framework
CPI will establish a Multi supplier framework agreement, against which we will reserve the right to direct award without further competition. Suppliers will be in a ranked order of 1st, 2nd and 3rd etc. according to their scores against the evaluation criteria set out below. As and when CPI requires we will conduct a Mini Competition between the preferred suppliers for the lot under which CPI requires the items.
