These innovation projects will be instructed via call-off contracts.\nEach project will comprise up to three phases:\n- Research and Development\n- Scaling and implementation at TfL sites\n- Joint commercialisation\nThe ICF will support the deliver\ny of the Mayor’s Transport Strategy and create solutions to address TfL’s priority transport issues. It will provide a new route for accessing innovation-focused partners via a single lot structure, allowing partners to be appointed directly or, at TfL’s discretion, via mini-competition. It also provides a route to commercialise solutions within the UK and internationally.\nEach call-off contract will comprise up to three phases depending on the nature of the project and the findings at each stage:\nPhase 1: R&D/Trialling and Testing/Proof of Concept – the partner develops a solution at their own risk, with TfL providing support including subject matter expertise and test beds for trails.\nPhase 2: Scaling and Implementation for TfL – if TfL decides to procure the solution TfL will pay an agreed sum for delivery and implementation as set out in the call-off contract.\nPhase 3: Co-commercialisation – the partner will lead the commercialisation of the solution where appropriate.",

Participants can access the questionnaire and SQ instruction via TfL’s e-procurement system accessible at https://procontract.due-north.com **.\nIn addition to the SQ instructions, participants are also provided with draft Invitation to Submit an Initial Tender (ISIT) documents for reference. TfL reserves the right to make appointments to the ICF on the basis of the initial tenders without conducting negotiations.\nAt the end of this procurement process TfL intends to award ICF Agreements to up to three individual partners. The three persons submitting the most economically advantageous bids will be awarded, subject to the conditions of the evaluation process, a place on the ICF.     "description": "TfL’s Open Innovation Team, works with market innovators of all sizes to help solve some of the challenges that TfL faces where there is a need for more innovative solutions. Rather than prescribing solutions, we instead look to the market for creative, resourceful and novel approaches to problem solving to create new value for TfL by doing things better, quicker or cheaper.\nThe Innovation Collaboration Framework (ICF) will provide a new route to market through the appointment of up to three innovation-focused partners.  This will have a single lot structure and the scope of projects will be centered on the Mayor’s Transport Strategy objectives. Our partners will be appointed to solve TfL problem statements through developing, testing and scaling innovative solutions relating to priority mobility issues.\nThis proposed framework relies on R&D investment from market innovators as well as co-creation to develop solutions that can be scaled and co-commercialised as appropriate, within London, nationally and/or internationally.",
