Published requirement descriptionHome Group (HG) is seeking to establish a framework of suitably qualified and experienced Employer's Agent consultants to support our new build development programme. The scope of projects may vary and may include elements of conversion, refurbishment works, regeneration and supported housing projects.
The Core services required is Employer's Agent (EA). Applicants must be able to demonstrate that EA services are a principal area of expertise and qualified discipline. In addition, applicants bidding for Lot 5 (South) must be able to provide Fire Consultant services through an in-house team and not via a sub-consultant arrangement.
Applicants will also be invited to identify any other consultancy services they can provide in-house, which may be incorporated into future call-off appointments where appropriate. For the purposes of this Framework, these services will be identified as Non-Core services in our tender documentation.
It is intended that framework call-offs will be primarily via Rotation, however a direct award mechanism will be available where pre-defined criteria are met.

- How the procedure runs: Stage 1 - Tender Submission This will consist of a Procurement Specific Questionnaire (PSQ) and Invitation to Tender (ITT) document. The PSQ is a pass/fail assessment. If a Tenderer receives a "Fail" for the PSQ element, their submission will not be considered any further and will not have its ITT evaluated against the tender evaluation criteria. Stage 2 - Interview Stage Following evaluation at ITT stage, the top 5 ranked consultants in each lot will be invited to an Interview/Presentation stage.

Published description of the framework
It is intended that framework call-offs will primarily be via Rotation. When a project requirement arises, Home Group will approach the next consultant in the agreed rotation order and issue project brief via the portal setting out the services required. The consultant will be asked to submit a proposal confirming their fee, proposed resource and any key assumptions. Fees must be based on the framework pricing documents.
A Direct Award mechanism will also be available where pre-defined criteria are met, including concerns about performance, capacity, conflicts of interest, urgency, project continuity or where a consultant has specific experience better suited to the project.
Where appropriate, Home Group may also run a mini-tender between framework consultants. This will primarily be used where there is a bespoke requirement or for call-off of Non-Core Services.

In order to ensure our procurement approach is focused, efficient and responds to the current market, we are inviting potential suppliers to give us insight by responding to this pre-market engagement.
Please note: this market engagement exercise is not an invitation to tender or a request for formal expressions of interest. Home Group is issuing this request for information only. Any market participant who chooses to respond to this request is doing so to support market research only. No supplier selection or supplier preference is implied.
Participation in this PME exercise will consist of completion of a questionnaire which can accessed via the ProContract Portal.
Deadline for receipt of responses to PME: 27th February 2026
Queries in relation to the completion of this Market consultation exercise can be made through the same portal.
