      "features": "This notice is issued in accordance with the Procurement Act 2023 to formally announce the initiation of the procurement process. The first stage is now in progress.\nAgencies who wish to take part in the process and submit a response should contact emeliawilson@tfl.gov.uk and ensure they are registered on the SAP Ariba e-tendering platform.\nRegistration is required to receive an invitation to the procurement event and access to the Procurement Specific Questionnaire (PSQ) documentation.\nAgencies intending to submit a response are requested to do so by the deadline of 10:00 AM on 09 September 2027.\nThe procurement process outlined below is proposed in line with the requirements of the Procurement Act 2023 under the Competitive Flexible Procedure:\nStage 1 : Procurement Specific Questionnaire (PSQ)\nThe Procurement Specific Questionnaire which contains conditions of participation will allow the GLA  to down select the number of participants invited to the Invitation to tender (ISIT) stage.\nStage 2: ISIT (shortlisting)\nThe invitation to Submit tender (ISIT) will be issued via our e-tendering portal SAP Ariba and will assess the agencies capabilities in the following areas: Technical ability (Pass / fail and Scored questions), Social Value, Financial and Commercial.\nInvitation to Negotiate (ITN) Stage \nTfL may elect to hold one or more negotiation stages following the receipt and the evaluation of the Initial responses. If TfL proceeds to the ITN Stage, it may conduct negotiations with some or all of the Bidders that submitted compliant Initial Offers and satisfied the Technical Submission requirements as detailed in this ISIT. The objective of these negotiations is to allow Bidders to improve the content of their Initial Offers and further develop their solution for delivering the contract. \nITSFT- Negotiation/ BAFO (Optional)\nIf TfL decide to proceed to a negotiation stage after receipt and evaluation of Initial financial submission, bidders will be requested to resubmit the overall sum pricing as part of a BAFO submission which must not exceed the price submitted in the original submission or a bid will be automatically disqualified."
