What is being bought

Published requirement description

Transport for London (TfL), acting on behalf of the Greater London Authority (GLA), is undertaking a procurement for the provision of Broadcast and Audio-Visual Services. This notice serves to inform the market that the procurement process has commenced and that suppliers are invited to participate in the Procurement-Specific Questionnaire (PSQ) stage.

The indicative scope will comprise:

a) Core Services- services including routine statutory broadcast operations, defined AV support, planned preventative maintenance, service management, reporting and the maintenance of operational readiness.

b)Additional / Optional services: services commissioned by the  GLA when required and charged in accordance with the Pricing Schedule, including non-routine event support, event-specific production, additional staffing, temporary equipment, out-of-hours support, enhancements and other services not expressly included in the Core Services.

The Supplier must be capable of providing where identified as required capability, but the GLA is not obliged to commission these services and no minimum volume, value or frequency is guaranteed.

  • How the procedure runs: This notice is issued in accordance with the Procurement Act 2023 to formally announce the initiation of the procurement process. The first stage is now in progress. Agencies who wish to take part in the process and submit a response should contact [email protected] and ensure they are registered on the SAP Ariba e-tendering platform. Registration is required to receive an invitation to the procurement event and access to the Procurement Specific Questionnaire (PSQ) documentation. Agencies intending to submit a response are requested to do so by the deadline of 10:00 AM on 09 September 2027. The procurement process outlined below is proposed in line with the requirements of the Procurement Act 2023 under the Competitive Flexible Procedure: Stage 1 : Procurement Specific Questionnaire (PSQ) The Procurement Specific Questionnaire which contains conditions of participation will allow the GLA to down select the number of participants invited to the Invitation to tender (ISIT) stage. Stage 2: ISIT (shortlisting) The invitation to Submit tender (ISIT) will be issued via our e-tendering portal SAP Ariba and will assess the agencies capabilities in the following areas: Technical ability (Pass / fail and Scored questions), Social Value, Financial and Commercial. Invitation to Negotiate (ITN) Stage TfL may elect to hold one or more negotiation stages following the receipt and the evaluation of the Initial responses. If TfL proceeds to the ITN Stage, it may conduct negotiations with some or all of the Bidders that submitted compliant Initial Offers and satisfied the Technical Submission requirements as detailed in this ISIT. The objective of these negotiations is to allow Bidders to improve the content of their Initial Offers and further develop their solution for delivering the contract. ITSFT- Negotiation/ BAFO (Optional) If TfL decide to proceed to a negotiation stage after receipt and evaluation of Initial financial submission, bidders will be requested to resubmit the overall sum pricing as part of a BAFO submission which must not exceed the price submitted in the original submission or a bid will be automatically disqualified.

    The proposed contract awarded following this procurement process is currently planned to commence in August 2026.

    The primary focus of this Notice and EME exercise is to better understand market appetite, capacity and capability.

    Suppliers are requested to express their interest in taking part in this EME exercise.

    The exercise will include the completion of a short Market Sounding Questionnaire (MSQ).

    Suppliers are requested to confirm their interest in participating in this exercise by providing the following details via email to [email protected]:

    -Email address for correspondence

    Suppliers confirming their interest will be asked to complete a short Market Sounding Questionnaire (MSQ) pertaining to the potential procurement. Feedback from any engagement activity undertaken may be used by TfL in the finalisation of tender documentation.

    MSQ's will be issued to interested parties with completion and return required by 0900 hours on 17 November 2025. Further details of the potential requirement and instructions for completion and return will be provided in the MSQ issued.

    A separate Contract Notice will be issued as a call for competition to invite suppliers to participate in any future tendering process.
