The Authorities are satisfied that competition is absent because only one supplier has been identified as capable of delivering the complete requirement, including the specialist support services that are integral to the effective operation of the system. Market engagement was undertaken to test this position and did not identify any alternative supplier capable of meeting the Council's requirements in full. Accordingly, the Authorities intend to award the contract directly under Schedule 5 of the Procurement Act 2023.
