What is being bought
The service will provide a digital platform for recording Building Safety inspections carried out by Building Safety Officers (BSOs), ensuring compliance with the requirements of the Building Safety Act.
The platform will digitally record all site visits undertaken by BSOs and generate inspection reports that highlight any identified risks or missing building information. Colleagues responsible for managing supported sites will also have access to the platform to complete inspections that fall outside the BSOs' responsibilities, providing full organisational oversight of all properties within the system.
The solution removes the need for manual documentation and paper based records, reducing the risk of lost information and the additional resource required to manage physical records. Inspection activity and outputs will be monitored by the Fire Safety Team and used for reporting into Governance.
The service requires logbook access for 959 sites, unlimited user access, and technical support covering the full current estate.

Procedure rationaleThe existing contract for the Building Safety digital platform was awarded to TIO Fire Safety in August 2024 following a competitive Request for Quotation (RFQ) process. The contract was awarded for an initial term of 12 months with the option to extend for a further 12 months. The current contract is due to expire on 31 July 2026.
Due to organisational resource constraints and the limited availability of key stakeholders required to support the specification, evaluation, implementation and mobilisation of a replacement contract, there is insufficient time to undertake and complete a compliant procurement exercise prior to the contract expiry date. Failure to maintain this service would present a significant risk to the organisation's ability to effectively manage and maintain its Building Safety information and associated compliance records. Extending the existing arrangement for a further 12 months represents the most practical and proportionate approach whilst allowing sufficient time to undertake a full competitive procurement exercise for the longer term requirement. |
