What is being bought
Published requirement descriptionYorkshire Water is conducting a Tender Notice to inform the development of a procurement strategy for specialist ozone maintenance and minor capital works across its ozone process-plant estate.
The proposed framework will support end-to-end planned and reactive maintenance, technical support, emergency response and minor capital works associated with ozone-generation systems and related assets. This will include asset inspections, condition and performance assessments, fault diagnosis, breakdown repair, critical-spares management, obsolescence management, equipment replacement, refurbishment, upgrades and remediation. The scope may also include mechanical, electrical, instrumentation, control and automation works, testing, commissioning, performance validation, warranty support and the provision of maintenance documentation, asset data and operating guidance.
Major design-and-build capital schemes are excluded from the framework and will be delivered through Yorkshire Water's Tier 1 suppliers.
Suppliers with relevant experience and capability are invited to express interest and participate in the CoP.
- How the procedure runs: Yorkshire Water will run a multi-stage procurement using the competitive flexible procedure in accordance with the Procurement Act 2023. Stage 1 - Conditions of Participation (CoP): Interested suppliers submit a COP Questionnaire. Responses are assessed against defined pass/fail Selection Criteria to determine whether suppliers meet Yorkshire Water's minimum requirements. Yorkshire Water may conduct one or more rounds of Selection and reserves the right to shortlist suppliers progressing to subsequent stages. Stage 2 - Contractual Compliance: Shortlisted suppliers will be invited to review and, where permitted, comment on the Proposed Contract. Yorkshire Water will refine and finalise the contract terms during this stage. Only suppliers who accept the final contract terms will progress to the ITT stage. Stage 3 - Invitation to Tender (Quality & Commercial): Suppliers will submit detailed quality and commercial tenders, which will be evaluated in accordance with the award criteria set out in the ITT documentation. Following evaluation, Yorkshire Water will identify the most economically advantageous tenders and award places on the Technical Services and Assurance Framework. Published description of the framework
The framework will operate on a single-supplier basis, with Yorkshire Water awarding call-off contracts or work orders for planned and reactive maintenance, technical support, emergency response and minor capital works in accordance with the procedures set out in the Framework Agreement. Prices for call-offs will be determined using the pricing schedules established at tender, with the ability to confirm or adjust pricing where permitted by the call-off process and the terms of the Framework Agreement. Yorkshire Water will allocate work to the appointed supplier in accordance with the agreed framework procedures, requirements and priorities. The framework will provide flexibility to respond to planned maintenance programmes, reactive incidents, emergency requirements and minor capital works across Yorkshire Water's ozone estate. The operation of the framework will be governed by the terms of the Framework Agreement and the procedures communicated during the procurement process. Yorkshire Water will apply these requirements consistently to support transparency, fairness and proportionality in the allocation and delivery of work.
