What is being bought

Published requirement description

The site. A single secondary school of approximately 4,315 m² of printed in-scope floor area across three blocks, together with a sports hall building of approximately 1,175 m² delivered under a 2025-26 expansion. A room-by-room schedule of floor surfaces, an out-of-scope list and a sanitary provision schedule are issued with the tender documents.

The service. Fully managed: routine cleaning over a 40-week service year, periodic, holiday, deep and non-routine cleaning including high-level work, on-site supervision, labour, equipment, materials, quality assurance and reporting. Washroom consumables are to be priced both as a School-supplied and as a Contractor-supplied option.

Points tenderers should note. Timber and sprung timber floors account for 616.6 m², 14.3 per cent of the in-scope area, across five areas including a sports floor and a floor in a food-consumption area. The estate contains 58 WCs, 56 wash basins and 20 showers. There is no site access at weekends or on bank holidays. The sports hall building is not expected to be available before the new year and is priced separately.

Workforce. A TUPE service provision change is anticipated, involving eight employees across two transferors - seven employed by the outgoing contractor and one employed directly by the School. One employee is an active member of the Local Government Pension Scheme at an employer contribution rate of 18.4 per cent. Conditions of participation are assessed pass or fail and are not scored. Every compliant tender is then scored out of 100: quality 60 per cent and price 40 per cent. Selection for Stage 2. The three tenderers with the highest Stage 1 scores are invited to Stage 2. Where two or more are tied for third place, the tie is broken in favour of the higher price score; if they remain tied, all tied tenderers are invited. A tenderer that fails a condition of participation, or whose tender is rejected as non-compliant or unacceptable, is not eligible for Stage 2 irrespective of its score. Tenderers not invited are eliminated and receive an assessment summary. Stage 2 - presentation. The shortlisted tenderers present to a panel and are scored out of 100 against four published criteria. The presentation must be consistent with the Stage 1 tender and may not vary it; in particular, price may not be altered. Award. Final score = (Stage 1 score × 0.9) + (Stage 2 score × 0.1), calculated to two decimal places. The contract will not be awarded to a tenderer that was not invited to Stage 2. Negotiation and refinement. There will be no negotiation. The award criteria and weightings are fixed as published and will not be refined during the procedure. The Authority may seek written clarification of any tender, but clarification will not be used to permit a tenderer to alter its tender.
