What is being bought
Published requirement descriptionThe Greater London Authority (GLA) intends to award a contract for the provision of Cleaning and Support Services across the GLA estate.
The proposed award is being made in accordance with Section 41 of the Procurement Act 2023 and Schedule 5, Paragraph 7, on the basis that:

The direct award to ABM Facility Services UK Limited is necessary to ensure the uninterrupted provision of critical facilities management services across the GLA estate. The arrangement provides continuity of service while GLA complete their assessment of the optimal long-term service delivery and procurement strategy, thereby mitigating operational and service delivery risks.
Contract Term
The proposed contract will comprise:
An initial term of two (2) years; and
An option to extend for a further one (1) year.

The GLA intends to make a direct award under Section 41 of the Procurement Act 2023, relying on Schedule 5, Paragraph 7, which permits the award of a public contract without competition where:
a) a change of supplier would result in services being different from, or incompatible with, the existing services; and
b) such difference or incompatibility would lead to disproportionate difficulties in operation or maintenance.
The proposed arrangement will provide sufficient time to review service performance, assess future requirements and undertake a detailed options appraisal to determine the most appropriate long-term delivery model.
