- How the procedure runs: Wythenshawe Community Housing Group is conducting this procurement using the Competitive Flexible Procedure in accordance with the Procurement Act 2023. Stage 1 will comprise an open Procurement Specific Questionnaire (PSQ) used to shortlist suppliers. Mandatory requirements will be assessed on a pass/fail basis and shortlisted suppliers will be selected based on scored qualitative criteria assessing experience and capability. Wythenshawe Community Housing Group intends to shortlist up to four (4) suppliers to progress to Stage 2. The contracting authority reserves the right to shortlist fewer than four suppliers where this is justified by the quality of responses. Stage 2 will involve the submission of design and methodology proposals, a structured interview, and consideration of fee proposals. Participation at Stage 2 will be supported by a fixed financial contribution. Further information will be issued to shortlisted suppliers only.

We currently envisage that the appointment will be for all RIBA Stages with contractual break clauses after each stage. The initial stage of work will be for RIBA Stages 1 and 2.

- Procurement Specific Questionnaire - Scored Questions: Stage 1 of this Competitive Flexible Procedure is an open shortlisting stage through a procurement specific questionnaire. Its purpose is to identify a limited number of architectural practices with the most relevant experience, capability and suitability to progress to the next stage of the procurement. It will include a number of scored questions. At the conclusion of Stage 1, Wythenshawe Community Housing Group intends to shortlist up to four (4) suppliers with the highest total scores to participate in Stage 2. The authority reserves the right to shortlist fewer than four suppliers where this is justified by the quality of responses. Further detail on Stage 2 requirements and evaluation criteria will be provided to shortlisted suppliers only.
