Question for the bid
This buyerMayor's Office for Policing and Crime · division 72
What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: 2 of 11 known-size awards · market: CPV 7226 · UK-wide, n=569
18%33%

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered.

A local branch does not count if the registered address is elsewhere.

Last 36 months.

Buyer: 6 of 10 known-location awards · market: CPV 7226 · UK-wide, n=426
60%32%

Most of this buyer’s recorded winners were registered in the region where that award was delivered.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the bid deadline to the award date, on competitions that published both.

Only decided tenders count, so slow ones still waiting are not in.

Last 36 months.

Buyer: no decision dates published · market: CPV 7226 · UK-wide, n=43
—54 days

Half of these awards have an award date within 54 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

Both shares are minimums: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

Last 36 months.

Buyer: at least 12 of 18 procurements with awards had no recorded rival · market: CPV 7226 · UK-wide, n=898

Direct awards or one recorded bid are common here. Check the route before spending time on a bid.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

    1 Overview & Statutory Purpose

This UK2 notice is published to inform the market of an upcoming Preliminary Market Engagement (PME) exercise. The proposed PME process and associated timelines outlined herein represent the contracting authority's current intent but remain strictly indicative and subject to change. Furthermore, regarding any potential subsequent formal procurement exercise, the authority reserves the right to adapt, alter, or halt its approach, requirements, and prospective timelines, without creating any legal or financial obligation for the Contracting Authority or participating suppliers.

The Metropolitan Police Service (MPS), on behalf of the Mayor's Office for Policing and Crime (MOPAC) as the Contracting Authority, is conducting a Preliminary Market Engagement (PME) exercise under Section 16 of the Procurement Act 2023 for the Video Analytics Capability project. This exercise is being conducted for one, some or all the following purposes under Section 16(1) of the Act:

    1. To assess, as appropriate and/or where required, the available technology, innovations, products, and services across the sector.
    2. To undertake, as appropriate and/or where required, one, some, or all of the following: to investigate commercial models, indicative costs, cost drivers, and affordability; to analyse project risks and dependencies; and to explore likely contractual terms, key performance indicators, and service level agreements.
    3. To conduct market mapping and to understand overall market capability, capacity, supplier interest, and market density.
    4. To build market awareness, capability, and capacity among suppliers ahead of any potential future procurement opportunity.

Please note, participation in this PME exercise is open to all interested suppliers across the market. Suppliers wishing to participate must register their interest by email and submit a signed Non-Disclosure Agreement (NDA) to the commercial team at [email protected] by the deadline specified in the indicative timetable. The NDA template can be accessed and downloaded via the following link: [ mps.box.com/s/b62w1l3c2nbyw2y1ru… ↗ ]. The RFI document will be issued simultaneously via direct email communication to all suppliers that have registered their interest and submitted a signed NDA in accordance with the indicative timetable. Suppliers that do not register their interest and submit a signed NDA by the stated deadline will not receive the RFI documentation and will therefore be unable to participate in this PME exercise.

If any supplier experiences difficulty accessing the NDA template via the link provided, they should contact [email protected] as soon as reasonably practicable and in advance of the registration deadline so that alternative access arrangements can be considered.

    2 Process Description & Timetable

    Indicative Timetable:

The indicative timetable for this Preliminary Market Engagement exercise is set out below. The Authority will make every effort to adhere to this schedule, but reserves the right to amend dates as required:

    • 22 October 2026: Publication of this UK2 Notice, including details of how suppliers can access and download the NDA template.
    • 29 October 2026: Deadline for suppliers to both register their interest via email and submit the signed NDA as an attachment to that email.
    • 30 October 2026: The Authority issues the RFI document simultaneously to all suppliers that have registered their interest and submitted a signed NDA in accordance with the indicative timetable.
    • 13 November 2026: Deadline for suppliers to submit their completed RFI Response Template.

Phase 1: Registration of Interest and NDA Submission

The NDA template can be accessed and downloaded via the following link: [ mps.box.com/s/b62w1l3c2nbyw2y1ru… ↗ ]. Suppliers wishing to participate in the PME exercise must register their interest by email and submit a signed NDA to the commercial team email address, [email protected], by 29 October 2026. Only suppliers that have registered their interest and submitted a signed NDA by the stated deadline will receive the RFI document.

Phase 2: Simultaneous Issuance of Request for Information (RFI) Document

On 30 October 2026, the Authority will issue the RFI document simultaneously via direct email to all suppliers that have registered their interest and submitted a signed NDA in accordance with the indicative timetable. The emailed RFI document comprises an overview of the requirements, a structured list of market questions and the mandatory RFI Response Template including specific answer fields and a dedicated section for supplier feedback, which suppliers must not alter or amend.

Supplier Clarifications: If suppliers have any clarification questions regarding the RFI document, they must submit their questions via email to the commercial team at [email protected] no later than 05 November 2026. To ensure a fair, transparent and equitable market engagement process, the Authority will issue a consolidated and anonymised Clarification Questions and Answers (Q&A) log simultaneously to all participating suppliers via email.

    Phase 3: RFI Submission Deadline

Suppliers must submit their completed RFI Response Template directly to the commercial team email address: [email protected]. Submissions must be received by 16:00, 13 November 2026. Responses received after this deadline, or submitted via any other means, will not be considered.

    3 Overarching Commercial Considerations

    Non-Binding Status

This PME does not constitute a Request for Quotation (RFQ), Invitation to Tender (ITT), or a formal call for competition. The publication of this notice does not:

    • Constitute the commencement of a formal procurement procedure;
    • Commit the Authority to procure any goods, services, or works;
    • Indicate any preference for specific suppliers, technical methodologies, or commercial options;
    • Create exclusivity, contractual rights, or any advantage for responding suppliers;
    • Prevent non-responding suppliers from participating in any future formal tender opportunity, should one arise.

    No Down-Selection or Evaluation

Supplier submissions will be used internally for the aforementioned purposes under Section 16(1) of the Act. Responses will not be scored, and this exercise will not be used to down-select, shortlist, or pre-qualify suppliers for any future procurement.

    Liability and Costs

The Contracting Authority will not be liable for any costs, expenses, or losses incurred by suppliers when registering interest or preparing responses to the RFI.

    Information Accuracy and Changes

Nothing contained within this notice or the accompanying RFI should be interpreted as a commitment regarding the ultimate scope, requirements, technical specification, procurement strategy, evaluation criteria, or contractual structure of any potential future procurement.
