Valuation Tribunal Service - Volunteer recruitment comms support
Authority: Valuation Tribunal Service (Central government)
What is being bought
Published requirement descriptionThe Valuation Tribunal Service (VTS) is an arm's length body sponsored by the Ministry of Housing, Communities and Local Government (MHCLG). We are responsible for administering the Valuation Tribunal for England (VTE).
The Valuation Tribunal for England hears and determines disputes that are made by ratepayers and/or council tax payers because they are challenging decisions taken by the local council or the Valuation Office on their council tax or business rates. It is constituted of three Vice Presidents (one of whom is currently discharging the functions of the Tribunal President whilst recruitment to this role is ongoing), 141 Senior Members (who chair Tribunal panels) and 39 ordinary Members (who complete panels of 2-3 overall).
The Senior Member and Member positions are all voluntary, and there is no requirement to be legally trained or hold any other professional qualification.
Support we are looking for:
In February 2027 (dates tbc), the JAC will be launching a new recruitment exercise for VTE Senior Members and Members, where we anticipate looking to recruit a new intake of 150 individuals. An online pre-application seminar for prospective applicants will likely be held in mid-January (hosted by the JAC).
We do not believe that the existing marketing approach of the JAC will attract sufficient applicants, nor a diverse profile of professional backgrounds beyond lawyers. We also know that overall volunteering levels across England are below
pre-Covid levels and generally stagnant.
We are seeking costed proposals to cover the following phases of work:
Phase 1: Developing and implement a VTS marketing approach (and supporting materials) for the February 2027 recruitment exercise (to complement that of the JAC) to drive increased applications from a broader diversity of professional backgrounds and individuals interested in volunteering.
Deliverables to include:
- Small amount of insight (talking to small number of existing members and senior staff)
- Design development (brand identity for the campaign)
- Develop campaign materials (purpose and case study-based; digital assets including content for website, social media, and including both written/brochure; social media templates; videos and clips).
- Advice on social media channels and support on establishing and
building those channels, and implementing campaign through those channels.
- Communications plan and delivery (with a particular focus on the target groups outlined below in section 5).
- Establish measures against which we can measure impact and success, to inform future activities. Capture learning from impact of this approach to inform our future Member recruitment activities.
- Build staff capability.
We would want and expect materials to be accessible to all users (and meet minimum Government standards on this).
Proposed delivery milestones (subject to agreement):
- Comms plan - Mid-November
- Case study/marketing materials - end of November/early December
- Website/social media changes or additions - early December
- Wider marketing activity - December/January 2027
- Impact measurement/capability handover - March 2027
Desired outcome: An uplift in applications to the February 2027 campaign from non-legal applicants.
Phase 2: Evaluation of this marketing approach, with recommendations about how the VTS could best approach its future marketing activities for volunteer recruitment. We recognise that the limited work of Phase 1 may ask questions of our broader organisational comms approach, and
recommendations in this regard would be welcomed.
Proposed delivery milestones (subject to agreement):
- Lessons learned/future recommendations report - March 2027
- Recommendations of overall future organisational comms approach - March 2027
CPV: Business services: law, marketing, consulting, recruitment, printing and security

Lot awarding rule: Interested parties are requested to submit a written proposal (via the eSourcing portal) by 9am on Tuesday 3rd November. This will have a weighting of 60% of the evaluation process. Proposals will be assessed according to the following criteria: Objectives (5%) - Have you understood our objectives and the outcomes we are seeking to achieve in the timeframe we have specified? Audience insight (15%) - Have you shown how you use insight and information to get the best outcomes in the target groups/audiences we have identified, particularly given that we are seeking to recruit volunteers? Strategy/Idea (10%) - Have you set out a credible plan of how you will achieve our desired outcome, given the limited time available? Implementation (10%) - Have you demonstrated a rounded approach to our problem which will deliver realistic results in the time available? Scoring/evaluation (10%) - Have you shown how you will track progress throughout the project, and how you will evaluate the success of the work carried out? Social Value (10%) - How will you demonstrate social value, as outlined in Annex A
No conditions of participation were published on the notice; check the tender documents.
- Turnover usually expected at this size: about £75,000 (twice the annual value).
Turnover is an indicative market norm (≈2× annual value), not a published condition.

Winner shares use published awards; bid and price charts use contested lots.
i
How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Across this market, small firms won 47% of awards with a known supplier size.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered.
A local branch does not count if the registered address is elsewhere.
Across this market, 47% of winners were registered in the delivery region.
i
How long buyers here take to decide after bids close.
Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 42 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
The market share is a minimum: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Across this market, at least 50% of awarded procurements had no recorded rival.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
