              "description": "This Tender Notice formally commences the competition, which will comprise of the following stages: \nStage 1 – Conditions of Participation  \nStage 2 – Invitation to Tender \nThe purpose of Stage 1 is to identify suppliers with the necessary capability, capacity and relevant experience to deliver the TracER requirement as well as ensure sensitive Department for Transport (DfT) and Defence Science and Technology Laboratory (DSTL) information is disclosed only where appropriate confidentiality and security protections are in place. Suppliers are required to sign an NDA as part of the Stage 1 conditions.  \nSuppliers will be assessed against the Conditions of Participation and minimum standards set out in PQQ _784 - https://dft.app.jaggaer.com/go/47878740019F5BAFD5EA.\nFollowing the assessment of Stage 1 submissions, only suppliers that successfully satisfy the Conditions of Participation will proceed to Stage 2. \nDuring Stage 2, shortlisted suppliers will be invited to submit a tender response. Full procurement documentation, including the specification, quality questions, evaluation methodology and award criteria will be provided. \nParticipation in Stage 2 does not guarantee contract award. Contract award will be made in accordance with the evaluation criteria set out within the Invitation to Tender documentation."
