Published requirement description

Provision of temporary agency staffing services for educational settings across 21

academies within the Academy Transformation Trust. Services include teaching, support,

and administrative roles. Suppliers must provide qualified and vetted staff in compliance

with safeguarding and employment standards.

The contract values stated above are estimated. Agency staffing is a fluctuating

commodity, and actual spend may vary depending on demand across the Trust's

academies during the contract term. These figures represent anticipated expenditure for

planning purposes only and do not constitute a guaranteed level of spend.

  • The authority expects to re-tender this requirement around 1 Jan 2030, 23:59 GMT.
  • How the procedure runs: The procurement will follow a competitive flexible procedure, beginning with an expression of interest. Interested suppliers must email [email protected] to register their interest in the opportunity. Following registration, suppliers will be issued a Procurement-Specific Questionnaire (PSQ). Responses will be evaluated against defined selection criteria, and a shortlist of qualified suppliers will be created. Shortlisted suppliers will then be invited to tender. This stage may involve multiple rounds of tender submissions, during which there may be refinement of the award criteria and negotiations to enhance value and clarify proposals. This structured process ensures a fair, transparent, and competitive approach to selecting the most suitable agency staffing supplier for the Trust's 21 academies.

  • Price carries 40 of 100 points: a 10% discount moves about 4 points. The method statement decides this lot, not the discount.
  • “Supply of Temporary Agency Staff for Educational Settings” is a framework: the contest is a place on its panel, not a single contract, and call-offs are awarded directly: getting appointed is the whole game.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

terminated, Following a review of the Trust's agency staffing arrangements, it was identified that the rates available through the Government Commercial Agreement (GCA) framework are more commercially advantageous and represent improved value for money when compared with the existing contractual arrangements. In light of the GCA mandate relating to the supply of agency staff, the Trust has taken the decision to transition its requirements to the compliant framework solution. The termination of the existing contract has been agreed mutually with the incumbent suppliers to ensure an orderly transition and continuity of service. The Trust has subsequently appointed suppliers through Lot 1 of the GCA framework, with short-form call-off agreements executed with 16 suppliers. Where appropriate, suppliers engaged under the original procurement have been retained through the framework arrangement, ensuring continuity of supply while achieving compliance with the mandated procurement route and securing more favourable commercial rates for the Trust.
