What is being bought

Published requirement description

East Midlands Railway provides intercity and regional train services across the Midlands through to London. These are distinguished by 3 sub brands that reflect the region they serve and routes they operate:

EMR Intercity operates from the Midlands (Sheffield, Derby, Nottingham, Leicester) through to London St Pancras

EMR Regional provides local services to towns and communities across England, including; Crewe, Matlock, Stoke-on-Trent, Peterborough, Grantham, Norwich and Skegness.

EMR Connect operates between Corby and London St Pancras. The Luton Airport Express operates on this route with majority of airport passengers travelling from London St Pancras.

EMR is looking for a supplier of short tern (up to 12 months) or repeat print and production requirements, including, but not limited to:

  • Annual station dressings (in-station advertising and branding). Typically annual updates to all EMR owned in-station advertising and branding with new designs promoting rail value messages, ticketing products, and marketing campaign amplification. EMR also takes these opportunities to enhance existing sites where possible - either in the way they are creatively displayed or the materials used and review potential new opportunities.
  • Promotional materials for commercial revenue activity, new business engagement, and retail equipment decals
  • Signage for operational initiatives or infrastructure upgrades
  • Promotional and customer comms posters and vinyls for on train
  • Corporate materials for internal communications and business events
  • How the procedure runs: A Procurement Specific Questionnaire (PSQ) including a 'Conditions of Participation' Stage. The PSQ stage will be evaluated and scored against the criteria contained within the PSQ document. A Tenderer's failure to submit a completed PSQ submission and any relevant supporting information may result in disqualification from any further evaluation of the tender response. Following assessment of the 'Conditions of Participation', compliant Tenderers will be invited to submit a Tender. Tenders will be evaluated and scored against the criteria in the Invitation To Tender (ITT) document. Contract award will be based on the scores obtained following the evaluation of the final revised Tender

What this means for your bid
  • Price carries 45 of 100 points: a 10% discount moves about 4.5 points. Quality carries 45 of 100: the paper moves it further than the discount.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
