"awardCriteriaDetails": "The Open Framework will continue to operate on the same terms and conditions as this Framework Agreement. Any re-opening \ncompetition will be conducted using the same, or substantially similar, conditions of participation and award criteria as those applied during the initial appointment of Framework suppliers.\nThe Framework will be re-opened on three occasions during its lifetime to allow new applications. These stages will be referred to as Entry Points, with the initial procurement being Entry Point 1.\nIt is anticipated that the Entry Points will be live as follows:\n• Entry Point 1 - August 2026\n• Entry Point 2 - April 2028, with the option to extend for a further 12 months to April 2029\n• Entry Point 3 - April 2032\nExisting suppliers appointed to one or more Lots under the Open Framework will not be required to submit a full tender response at an Entry Point, provided they submit a declaration confirming that all previously supplied information remains accurate and up to date at the time of the Framework re-opening, unless:\n• they choose to submit a new Bid in response to an Entry Point; or\n• they notify the Authority in writing that they do not wish to be appointed to one or more Lots under the renewed Framework following the re-opening of an Entry Point.\nSuppliers that are successful at an Entry Point will be appointed to the Open Framework by entering into a Framework Agreement with the North Yorkshire Council (NYC).\nCall-off Contracts may subsequently be awarded through either competitive or non-competitive (\"direct award\") selection processes, as set out in the Framework Specification. NYC does not guarantee any level of business, volume of work, or value of Contracts to be awarded under the Framework.\nBidders must complete the Procurement Specific Questionnaire and any mandatory appendices as part of their submission. Bidders may also submit a Pricing Schedule, which will make them eligible for consideration under the direct award process. Failure to submit a Pricing Schedule will not exclude a bidder from appointment to the Framework; however, it will prevent the bidder from being considered for Call-Off Contracts awarded through the direct award mechanism."

The Open Framework is being established to provide a range of passenger transport services, including Home to School Transport and other transport-related services, through a diverse network of approved Suppliers with relevant expertise and capabilities. The Open Framework will be divided into the following Lots\n• Lot 1 - Vehicles with up to 8 passenger seats (including accessible vehicles)\n• Lot 2 - Vehicles with 9 to 16 passenger seats (including accessible vehicles)\n• Lot 3 - Vehicles with 17 or more passenger seats\nLots are categorised according to vehicle seating capacity and/or accessibility provisions rather than vehicle size. Suppliers may apply for all Lots that are relevant to the services they are able to provide.\nThe majority of the transport will be provided within the North Yorkshire boundary however there is an element that will be delivered out of the area.\nThis tender notice is for the award of a public contract through an open procedure in accordance with section 20(1) and (2)(a) of the PA 2023.\nTo support the development of this procurement, the Authority issued a Request for Information (RFI) on 3 February 2025. The RFI was published to the market to gather feedback from existing and potential suppliers on key aspects of the proposed framework, including:\n• Procurement processes and documentation\n• Pricing approaches and market conditions\n• Barriers to participation and supplier engagement\nIn addition, the Authority worked in partnership with Go4Growth to deliver a supplier engagement webinar. "awardCriteriaDetails": "The Open Framework will continue to operate on the same terms and conditions as this Framework Agreement. Any re-opening \ncompetition will be conducted using the same, or substantially similar, conditions of participation and award criteria as those applied during the initial appointment of Framework suppliers.\nThe Framework will be re-opened on three occasions during its lifetime to allow new applications. These stages will be referred to as Entry Points, with the initial procurement being Entry Point 1.\nIt is anticipated that the Entry Points will be live as follows:\n• Entry Point 1 - August 2026\n• Entry Point 2 - April 2028, with the option to extend for a further 12 months to April 2029\n• Entry Point 3 - April 2032\nExisting suppliers appointed to one or more Lots under the Open Framework will not be required to submit a full tender response at an Entry Point, provided they submit a declaration confirming that all previously supplied information remains accurate and up to date at the time of the Framework re-opening, unless:\n• they choose to submit a new Bid in response to an Entry Point; or\n• they notify the Authority in writing that they do not wish to be appointed to one or more Lots under the renewed Framework following the re-opening of an Entry Point.\nSuppliers that are successful at an Entry Point will be appointed to the Open Framework by entering into a Framework Agreement with the North Yorkshire Council (NYC).\nCall-off Contracts may subsequently be awarded through either competitive or non-competitive (\"direct award\") selection processes, as set out in the Framework Specification. NYC does not guarantee any level of business, volume of work, or value of Contracts to be awarded under the Framework.\nBidders must complete the Procurement Specific Questionnaire and any mandatory appendices as part of their submission. Bidders may also submit a Pricing Schedule, which will make them eligible for consideration under the direct award process. Failure to submit a Pricing Schedule will not exclude a bidder from appointment to the Framework; however, it will prevent the bidder from being considered for Call-Off Contracts awarded through the direct award mechanism."

"description": "North Yorkshire Council (the Authority) is seeking tenders from suitably qualified suppliers to join its Passenger Transport Open Framework. The Open Framework is being established to provide a range of passenger transport services, including Home to School Transport and other transport-related services, through a diverse network of approved Suppliers with relevant expertise and capabilities. The Open Framework will be divided into the following Lots\n• Lot 1 - Vehicles with up to 8 passenger seats (including accessible vehicles)\n• Lot 2 - Vehicles with 9 to 16 passenger seats (including accessible vehicles)\n• Lot 3 - Vehicles with 17 or more passenger seats\nLots are categorised according to vehicle seating capacity and/or accessibility provisions rather than vehicle size. Suppliers may apply for all Lots that are relevant to the services they are able to provide.\nThe majority of the transport will be provided within the North Yorkshire boundary however there is an element that will be delivered out of the area.\nThis tender notice is for the award of a public contract through an open procedure in accordance with section 20(1) and (2)(a) of the PA 2023.\nTo support the development of this procurement, the Authority issued a Request for Information (RFI) on 3 February 2025. The RFI was published to the market to gather feedback from existing and potential suppliers on key aspects of the proposed framework, including:\n• Procurement processes and documentation\n• Pricing approaches and market conditions\n• Barriers to participation and supplier engagement\nIn addition, the Authority worked in partnership with Go4Growth to deliver a supplier engagement webinar. The session provided an overview of the Open Framework model and covered topics including:\n• Understanding Open Frameworks\n• Registration requirements for the Central Digital Platform\n• Available support tools to assist with the tendering process\n• The proposed high-level procurement timetable\nThis market engagement activity has helped inform the development of the Open Framework and ensures that the procurement process is accessible, transparent, \nand reflective of current market conditions.",
