What is being bought

Published requirement description

Palladian Academy Trust is a strong Trust based in Bath and Wiltshire that offers education from 4-19. We are proud that our schools serve different communities, some are church schools, some are non-denominational, but together we know we are better placed to ensure our pupils have the best educational experience.

The Trust was established in 2016 and is named after a local landmark, The Palladian Bridge in Prior Park, a symbol of connection and unity.

As a Trust, we know that each of our schools has its own distinctiveness and each one brings different strengths as an equal partner. While we recognise what each school has to offer individually, we also work together at the same time, to maximise the benefits of being part of a larger network and organisation. Being part of a Trust gives our colleagues access to high quality professional developmental opportunities, gives our pupils the chance to interact with others from different schools and provides challenge and support to Trust and school leaders through effective governance.

We are proud to work in partnership with our Local Authorities of BANES and Wiltshire, our two Dioceses of Bath and Wells and Salisbury as well as other local and regional partners. We are also delighted to be an accredited delivery partner for Best Practice Network - delivering NPQ courses since 2023.

Underpinning our vision for education are our values: respect, trust, courage, curiosity. We are a values-driven organisation, committed to our vision to provide excellent and equitable opportunities so everyone can flourish; in our classrooms and beyond!

Our commitment, vision, values, charters and Palladian Pillars are key signposts that help us best support each other and our pupils. Our leadership and culture charters describe what is important in our Trust and the future we are all creating together.

At a high level the key deliverables are:

  • A broadband service for each school that meets (as a minimum) DfE guidelines (Main line will be leased line for each school)
  • A diverse routed auto 'failover' line
  • A firewalled service
  • Filtering & Monitoring to latest KCSIE Standards

. Telephony, maybe added in future years

  • Support and maintenance service
  • Full end to end single SLA approach
  • Management of any 3rd parties required to provide the service
  • Relevant monitoring, management, and reporting
  • Full installation and transition service
  • Value added services
  • A commitment to open, transparent and timely communications with both the Trust and their IT Support provider (Medhurst)

Technical interface into the Trusts outsourced support provision. From the Trust's point of view, the successful bidder should be prepared to work directly with the Trust's ICT Managed Service Provider to resolve any issues and/or requests. To all intents and purposes, the MSP should be viewed as 'part of the Trust'.

What this means for your bid
  • Price carries 30 of 100 points: a 10% discount moves about 3 points. The method statement decides this lot, not the discount.
  • Turnover usually expected at this size: about £239,737 (twice the annual value).

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

Question for the bid
This buyerPALLADIAN ACADEMY TRUST · all categories
What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: 1 of 1 known-size awards · market: CPV 3251 · UK-wide, n=5
1 of 140%

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered.

A local branch does not count if the registered address is elsewhere.

Last 36 months.

Buyer: 1 of 1 known-location awards · market: division 32 · UK-wide, n=339
1 of 140%

Most of this buyer’s recorded winners were registered in the region where that award was delivered.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the bid deadline to the award date, on competitions that published both.

Only decided tenders count, so slow ones still waiting are not in.

Last 36 months.

Buyer: no decision dates published · market: division 32 · UK-wide, n=69
—41 days

Half of these awards have an award date within 41 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

The market share is a minimum: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

Last 36 months.

Buyer: exactly 0 of 1 procurements with awards had no recorded rival · market: CPV 3251 · UK-wide, n=8

Missing bid counts may hide more single-bid awards. This share is a minimum.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
