What is being bought
The South-West Police Procurement Service ("SWPPS") is currently undertaking preliminary market engagement and considering route to market options for a future procurement process for the supply of wearable, hands-free safety lights for operational officers across Devon and Cornwall, Avon and Somerset, Dorset, Wiltshire, and Gloucestershire police forces. The potential requirement is anticipated to consist of the purchase of up to 8,000 devices, although no commitment is made at this stage. We are seeking engagement from established suppliers of wearable safety lights that are suitable for law enforcement and emergency service applications. Responses from all interested suppliers are welcomed. The purpose of the preliminary market engagement with the market, prior to undertaking any future procurement process, is to seek input from the market to inform our requirements, help develop our specification, understand the products and solutions available, and identify the most appropriate route to market.

We would also be pleased to arrange Microsoft Teams meetings with interested suppliers to discuss questionnaire responses and obtain further market insight. The closing date for questionnaire responses is 15:00 on Tuesday, 28 July 2026. The SWPPS is committed to ensuring fairness, openness and transparency, and to complying with the Procurement Act 2023. This Preliminary Market Engagement Notice is issued solely for the purpose of pre-procurement market engagement. Participation in this preliminary market engagement exercise is entirely voluntary. Suppliers who choose not to participate will not be excluded from, disadvantaged in, or otherwise affected in any subsequent procurement process. Equally, participation in this engagement exercise will not provide any advantage in any future procurement. This Preliminary Market Engagement Notice does not constitute a call for competition, a commitment to commence a procurement process, or an offer to procure any services, supplies or works. The SWPPS shall not be liable for any costs, fees or expenses incurred by any party participating in this preliminary market engagement exercise.
